Inspection report for children’s home - monitoring visit: 2594629 1 Registered provider: Hill Top Children’s Care Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately run children’s home provides care for up to two children. The provider states in its statement of purpose that the home provides care for children with social and emotional difficulties.
p.1
Information about this children’s home
The home registered with Ofsted in July 2020. The home has not had a registered manager since October 2021. The current manager has not yet submitted an application to register with Ofsted.
p.1
This monitoring visit
This monitoring visit was carried out to monitor the provider’s compliance and progress in relation to the notice to suspend the registration of the children’s home issued on 31 January 2022. The notice to suspend the home’s registration was issued following the interim inspection conducted on 27 January 2022. At that inspection, the inspector identified widespread shortfalls across all areas of care, and significant shortfalls in the leadership and management of the home. Further monitoring visits took place on 8 March 2022, 14 April 2022 and 31 May 2022, which identified that, although there had been some progress, there was still a significant amount of work to do.
p.1
This monitoring visit
Some limited further progress has been made but there is still much to do. There has been no application made for the current manager to register with Ofsted. This has been the situation for some time and is significantly impacting on the home’s capacity to make any further improvements. There is uncertainty and confusion in relation to the future management arrangements. Inspection report for children’s home - monitoring visit: 2594629 2 No further training has taken place since the last monitoring visit, and it remains that there is more to do to ensure that staff have sufficient knowledge, skills and experience to meet the needs of children in their care. Staff have not undertaken all the training required to meet the aims and objectives outlined in the home’s statement of purpose. Furthermore, not enough staff are employed at the home to meet the needs of the number of children that the home is registered to care for.
p.1
This monitoring visit
Work has been done to improve the effectiveness of the home’s safeguarding policy, which is now clearer in stating for staff the process to be followed in the event of any allegations against staff. However, the policy still does not clearly identify the need and process for risk assessments to be undertaken when allegations have been made or concerns identified in relation to staff. There is not sufficient clarity as to the lessons learned from recent allegations made by a child who previously lived at the home.
p.2
This monitoring visit
Leaders and managers have made efforts to meet the requirement in relation to complaints and representations. This is a positive step and leaders have endeavoured to make this policy easier for children to understand. More still needs to be done to ensure that there is clarity in relation to what children want to happen as a result of making a complaint or raising a concern.
p.2
This monitoring visit
The home has not admitted any new children for the past six months. For any new children to be accepted into the home, a substantive plan is necessary to identify the means by which this could happen. This needs to include a plan to ensure that there are sufficient suitably trained staff and the process by which staff will be inducted into the home, including key safeguarding policies, given the fact they will not have worked at the home for a significant period of time. In the absence of such a plan, work cannot be undertaken to ensure that staff understand what is required to keep children safe.
p.2
This monitoring visit
Although some progress has been made, there is insufficient evidence to demonstrate that the suspension notice should no longer apply. A further monitoring visit will be undertaken to review the provider’s progress. Inspection report for children’s home - monitoring visit: 2594629 3
