Inspection of Youngsters Kilnhurst Community Resource Centre, 116 Victoria Street, Mexborough S64 5SQ

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

Leadership and management is ineffective. Continued weaknesses result in children's welfare and learning not being promoted. Management are reactive and make improvements to areas identified by inspectors. However, they fail to review all policies, procedures and practices resulting in similar, if not the same, weaknesses re-emerging. Children's needs are therefore not met.

p.2

The provision is inadequate

Significant and ongoing weaknesses in staff and management's understanding of child protection procedures result in inconsistencies with the implementation of these. Poor supervision of children, including those with special educational needs and/or disabilities (SEND), results in children's needs not being met. During these periods, children receive very little, if any, support and challenge to meet their needs. This results in children not making the progress of which they are capable.

p.2

The provision is inadequate

Children's behaviour is good and they enjoy playing with the resources on offer. However, staff's inconsistent engagement in their play means they are not adequately supported or challenged. At times, children wander around outside, moving from resource to resource. When staff do engage them, it is only for short periods of time, resulting in children again beginning to wander around. There are long periods of time where children's learning is not supported by any staff member.

p.2

need to do better?

n Continued weaknesses in safeguarding knowledge and practice mean that children's welfare is not maintained. The poor deployment of staff also contributes to children not receiving consistent and good levels of care and learning to meet their needs. n Deployment of staff is not always effective to ensure children are sufficiently supervised and supported. Children with SEND are sometimes left inside alone with no adult supervision or support. At other times, when all staff and children are outside, there are some children who receive little or no adult interaction or support. This results in these children wandering around as they are not supported to engage in purposeful play experiences. n Staff do monitor children's progress and identify some relevant next steps to support future learning. However, they fail to implement these. This means that children do not benefit from purposeful learning experiences, which build on

their prior knowledge and skills. At other times, staff report how children are at the expected levels of development for their age and stage. They state that they do not feel there is anything further they can provide for these children to continue to support their learning. Therefore, children are not challenged or supported to make the progress of which they are capable.

p.2

need to do better?

20 July 2022 n Babies are not always held securely while being bottle fed. They are sometimes either placed in a chair or laid down. As there is only one staff member caring for three babies, her focus at this time is with the older babies who are eating their snack. The staff member does not effectively supervise or engage with the babies being bottle fed to keep them safe and to support their personal and emotional development. Babies are regularly brought out into the older children's room and join in with routine daily group-time activities. These activities are not developmentally appropriate for the younger children. This results in them gaining very little from the experience as they get up to find more interesting things to explore. n Staff do not prepare children for group activities. For example, they suddenly announce that children should stop playing and sit down to listen to a story. Children are, therefore, not supported to learn how to listen and remain focused

during these experiences. These activities are also not planned to meet the varying abilities of children. This means that children are not adequately supported or challenged in their learning. n Staff provide singing and story-time activities, which provide children with some opportunities to hear a range of words. Staff working with babies sometimes repeat words and staff working with older children sometimes ask them questions. However, these questions are often quickly answered by staff. Also, due to the poor deployment and lack of organisation of these experiences, children are not challenged. Staff also focus on the more-confident children when speaking to them and asking questions. They fail to engage quieter children to encourage their speaking skills and growing vocabulary. n Parents confirm that staff keep them informed about their children. They talk about how staff have supported their children with potty training.

p.3

need to do better?

n Children are encouraged to develop some good healthy lifestyle habits as they clean their teeth after lunch.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

Staff have some awareness of the indicators of abuse. They have improved their knowledge of referral procedures relating to concerns about a child or a staff member. However, the lack of partnership working with other agencies results in staff being unaware of children's backgrounds. They fail to obtain key information before a child is placed in their care, which results in them being unable to effectively safeguard them from potential harm. This is a reoccurring weakness, with management failing to understand the importance of proactively working in partnership with other agencies. Staff explain how they record existing injuries to children, speak to parents and carers about how these injuries have been sustained and monitor these for any concerns. However, records relating to existing injuries are inconsistently completed and lack detail of the specific injury and cause. The provider is unaware that the existing injuries form she has in place to record these
