p.1
The provision is inadequate
Staff are overwhelmed and unable to maintain positive, enabling learning environments for all children. The management team have failed to equip their staff to effectively manage children's behaviour and individual needs, particularly in the pre-school room. This leads to a disorderly atmosphere and, at times, chaos. Children appear to be afraid and do not always show they feel safe when staff struggle to maintain order within the room. Babies and toddlers have a different experience. They enjoy learning in calm environments, where they can explore and feel secure.
p.2
The provision is inadequate
Weak partnerships with parents negatively impacts on children. For example, parents are not always given accident reports promptly when their children suffer significant injuries. This means parents do not have all the necessary information or a clear picture of what has occurred when attending hospital for treatment. Additionally, the staff do not always follow health and safety legislation. The kitchen and bathroom used by pre-school children does not consistently have hot running water to support thorough handwashing. This does not sufficiently support children's good health.
p.2
The provision is inadequate
Despite these weaknesses, some children have high levels of confidence, particularly babies and toddlers. Staff are aware of the implications the COVID-19 pandemic has had on some children's development. They focus heavily on building the confidence, social skills and communication abilities of the youngest children. This is largely successful and children begin to close any gaps in their learning. All children enjoy outdoor play. They play games with their peers, listen to stories and talk about things they see in the environment. This supports their physical development and some aspects of personal development.
p.2
need to do better?
n The management team do not provide targeted, high-quality training and support to help staff to fulfil their roles. Staff in the pre-school room, particularly, do not have the skills to manage children's behaviour and maintain a safe, learning conducive environment. Children struggle to recognise and regulate their emotions. This leads to physical outbursts against staff and their peers. Staff try hard and genuinely aim to meet the needs of every child, but are not successful. These factors combine to create an atmosphere of fear and uncertainty, which causes children to run, recoil and cry when incidents occur. During these times, children are unable to learn. n During the inspection, the manager failed to share information with the inspector regarding an incident resulting in a significant injury to a child. Despite being aware of the requirement to notify Ofsted of such incidents. This calls into
p.2
need to do better?
13 July 2022 question the integrity of the manager and her ability to lead changes needed within the nursery. As such, Ofsted will take enforcement action against the provider. n Staff complete risk assessments twice daily within the nursery and outdoors. However, these checks are not effective and hazards remain unidentified within the environment. For example, a heavy fan balanced on a high shelf with long hanging wires within children's reach, a large, child-sized hole in the outdoor perimeter fence, which leads onto a busy road and children running in bare feet on unsuitable surfaces outdoors. Upon arrival at the nursery, the inspector noted the front door was wedged open and the connected alarm turned off, which means any person could gain entry to where children were playing. These hazards, plus others identified, pose a potential risk of harm to children. n Necessary information is not shared with parents as dictated within the nursery's

policies and procedures. This causes distress and means parents are not always equipped with the information they need when seeking medical assistance for their children. This does not support respectful working partnerships between the nursery and parents. n The management team fail to evaluate effectively and so do not identify when expectations are not being met within the setting. For instance, staff use inconsistent approaches when managing children's behaviour. n The management team and staff have designed a well-thought-out, challenging curriculum for children. Babies begin to develop early imaginative skills and rapidly learn new words. Toddler's begin to share and take turns and recall their favourite moments from well known stories. Pre-school children giggle as they learn about how our body works and create their own versions of the digestive system. However, due to the disorderly environment and the impact this has,

children are not always able to access and benefit from the curriculum. This undermines their ability to progress.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The management team fail to maintain a safe and suitable environment for children. This means children are exposed to hazards which could lead to potential injuries. Although risk assessments are completed daily, they are not effective. Other factors such as poor behaviour management also place children at risk. Failure to ensure adequate hot running water means children are not cared for in a continuously suitable environment. Staff and the management team do have a good understanding of the signs and symptoms of abuse and the procedures they must follow when concerned for a child.
