Report for childcare on domestic premises

Overall effectiveness Inadequate

The quality of education Requires improvement Behaviour and attitudes Requires improvement Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Good

p.1

The provision is inadequate

Children's safety and welfare are compromised. The provider has not taken effective action to address safety issues. A broken pane of glass was observed in the garden shed window. There are exposed hot pipes in a broken cupboard where children wash their hands. Hazardous chemicals are kept on the floor in an unlocked adult toilet. Children are exposed to hazards because the setting is not risk assessed thoroughly. Children's welfare is further compromised due to ineffective safeguarding. For example, the manager, who is the designated safeguarding lead (DSL), does not have a full understanding of wider safeguarding issues. The DSL has not fulfilled her role in making sure that all staff are aware of safeguarding procedures. Nonetheless, children do enjoy their time at the setting and display good relationships with the adults. Children who need additional support have plans and strategies in place to remove barriers to learning. However,

the manager does not support the special educational needs coordinator (SENCo) to fully understand their role.

p.2

The provision is inadequate

Children enjoy activities such as improving their small-muscle skills by mixing sand and water with a range of utensils. They are encouraged to sample different tastes and textures at snack times. For example, gooseberries are brought in for the children to try. Staff use music and singing during the day to promote language and children's understanding of routines. However, some staff lack understanding of how to plan experiences and activities, and do not build on what children know and need to learn next.

need to do better?

n The DSL does not have a secure knowledge of safeguarding procedures and practice. She does not understand wider safeguarding issues, such as county lines. The DSL has failed to ensure that all the staff understand the procedures to ensure children are protected from harm. In addition, procedures around managing allegations against staff and wider safeguarding issues are not securely understood by the staff. n Managers and staff fail to recognise hazards or take action to address them. Consequently, children's health and safety is at risk in some areas of the nursery, including the garden, bathroom and adult toilet. n Children with special educational needs and/or disabilities (SEND) are supported. Appropriate strategies and plans are in place to ensure that they do not fall behind. However, the manager has not ensured that the SENCo has had appropriate training to equip them with the skills and knowledge to carry out

their roles and responsibilities. n Mostly, staff are knowledgeable about their key children's development. They understand what skills their key children need to work on next. However, the

need to do better?

28 June 2022 manager has not ensured that the curriculum is highly ambitious, coherently planned and sequenced in each room, to build on what children know and can do. n Children show that they feel happy, and they engage in positive interactions with their peers and staff. There are opportunities for the children to practise their independence skills and this is consistent across the setting. For example, children are given plastic knives at snack time and encouraged to cut fruit and butter toast. n Parents speak highly of the nursery and communication is good. Staff form good relationships with the parents of their key children. Parents are kept informed of their child's learning through online learning journals.

p.2

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The manager, who is also the safeguarding lead, does not fully understand her responsibilities to keep children safe. She has not assured herself that staff have a secure understanding of safeguarding procedures. As a result, staff have weak knowledge regarding child protection issues. They are not clear about who they can refer concerns to, in line with local procedures. Staff fail to complete risk assessments to minimise any potential hazards. They are too reliant on children being supervised by staff, but children can potentially access unsafe areas. The manager follows effective safer recruitment procedures to check staff suitability to work with children.

Inspection activities

n This was the first routine inspection the setting received since the COVID-19 pandemic began. The inspector discussed the impact of the pandemic with the provider and has taken that into account in their evaluation of the setting. n The manager and the inspector completed a learning walk together of all areas of the nursery and discussed the early years curriculum. n The inspector looked at and discussed documentation in relation to safeguarding, recruitment, registers and first aid. n The inspector observed the quality of education being provided, indoors and outdoors, and assessed the impact that this has on children's learning. n Parents shared their views on the setting with the inspector. n The manager and the inspector took part in a joint observation. The inspector asked staff questions about their work and spoke and interacted with children during the inspection.
