Inspection report for children's home - monitoring visit: 2556338 1 Registered provider: BTTLR Limited

p.1

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This children’s home is privately owned. The home provides care for one child with emotional and social difficulties who may also have complex needs.

p.1

Information about this children’s home

There is no registered manager at the home.

p.1

This monitoring visit

The purpose of this visit was to monitor compliance notices that were restated following the last full inspection on 12 April 2022. These notices were initially issued following a monitoring visit on 22 March 2022. The compliance notices were in relation to keeping children safe and the leadership and management of the home.

p.1

This monitoring visit

This children’s home has been without a registered manager since July 2021. There is currently no acting manager or deputy manager in post. As a result, the responsible individual is undertaking this role alongside his wider responsibilities. The responsible individual has recruited a new manager who is due to start imminently.

p.1

This monitoring visit

Staffing the home remains a challenge. Agency staff are being used to cover sickness and annual leave. The child has not been consulted about gender ratios of staff on shift. This is necessary to find out whether the child feels comfortable with the staff caring for her. The responsible individual acknowledges that the child needs more consistent care. He has proposed a plan to Ofsted which would address some of the staffing shortfalls.

p.1

This monitoring visit

Staff grievances and whistle-blowing practices have been discussed in team meetings and individual staff supervision meetings. However, individual supervision meetings are still not happening consistently. These meetings are important for staff Inspection report for children's home - monitoring visit: 2556338 2 to raise any concerns and issues they may have. Additionally, these meetings enable discussions over the care and safeguarding of the child.

p.1

This monitoring visit

All staff have attended a refresher course in safeguarding. Although permanent staff are now trained in physical intervention and first aid, agency staff are not. This is a risk because both staff caring for the child need to be trained to hold a child safely.

p.2

This monitoring visit

Recording requires further improvement. For example, a child had their room searched and equipment that could pose a risk was removed. However, there is no record of this taking place. There is no management evaluation as to why this room search was required, or why the search took place without the child being there. On another occasion, the child had an injury but there is no record of how this child’s injury happened or who offered her treatment. There have been some delays in recording important information and this obscures objective evaluation of what has taken place.

p.2

This monitoring visit

The house is in a good condition. The child’s bedroom has been redecorated and was presentable at this visit.

p.2

This monitoring visit

Overall, compliance actions as set out in the notices require further work. Despite this, the child is making progress. She has become safer since being cared for in the home. This is because risk-taking behaviours have significantly reduced. The child is attending education and now has ambitions for the future. She is doing daily fitness activities and feels more positive about the future.

p.2

This monitoring visit

The communication from the home with the child’s social worker and local authority requires improvement. Full and complete information is not always being passed to the social worker. This prevents the social worker being fully aware of the care, support and/or any concerns the responsible individual and staff may have about the child.
