Inspection report for children’s home - monitoring visit: 2594629 1

p.1

Hill Top Children’s Care Limited

Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately run children’s home provides care for up to two children. The provider states in its statement of purpose that the home provides care for children with social and emotional difficulties.

p.1

Information about this children’s home

The home registered with Ofsted in July 2020. The home has not had a registered manager since October 2021. The current manager has not yet submitted an application to register with Ofsted.

p.1

This monitoring visit

This monitoring visit was carried out to monitor the provider’s compliance and progress in relation to the notice to suspend the registration of the children’s home issued on 31 January 2022. The notice to suspend the home’s registration was issued following the interim inspection conducted on 27 January 2022. At that inspection, the inspector identified widespread shortfalls across all areas of care, and significant shortfalls in the leadership and management of the home. Further monitoring visits took place on 8 March 2022 and 14 April 2022, which identified that, although there had been some progress made, there was still a significant amount of work to do.

p.1

This monitoring visit

Some limited further progress has been made but there is still much to do. There has been no application made for the current manager to register with Ofsted. This situation has been apparent for some time and there is a pressing need for the management arrangements of the home to be clarified.

p.1

This monitoring visit

There is still more work to do to ensure that staff have sufficient knowledge, skills and experience to meet the needs of children in their care. Furthermore, not enough Inspection report for children’s home - monitoring visit: 2594629 2 staff are employed at the home to meet the number of children that the home is registered to care for. The provider is in the process of recruiting additional staff. Records of interviews for new staff do not evidence how applicants have met the competencies required to work with children who have the level of need identified in the statement of purpose. In addition, there are gaps in applicants’ previous employment histories that have not been explored. This does not demonstrate that applicants are suitable to work with vulnerable children.

p.1

This monitoring visit

Work has been done to improve the effectiveness of the home’s safeguarding policy, but this policy is still not yet complete and does not yet clearly articulate for staff the process to be followed in the event of any allegations made against staff. The policy does not articulate the need for risk assessments to be undertaken when allegations or concerns have been identified in relation to staff. Until this safeguarding policy is complete, work cannot be undertaken with staff to ensure that they understand its content and their role in keeping children safe.

p.2

This monitoring visit

Leaders and managers have made efforts to meet the requirement in relation to complaints and representations and the required information is now included in the children’s guide. However, this needs more work in order to give children clarity about how complaints will be resolved and to give children a clear message that complaints are welcomed as a means of ensuring that their voice is heard.

p.2

This monitoring visit

The training matrix introduced by the manager enables better tracking of what training staff have undertaken. Since the last visit, no further training has been undertaken, although first-aid training for all staff has been arranged. Consequently, staff have not undertaken all training required to meet the aims and objectives outlined in the statement of purpose.

p.2

This monitoring visit

Although some progress has been made, there is insufficient evidence to demonstrate that the suspension notice should no longer apply. A further monitoring visit will be undertaken to review the provider’s progress. Inspection report for children’s home - monitoring visit: 2594629 3
