Inspection report for children’s home - monitoring visit: 1271519 1
p.1
Information about this children’s home
This privately owned children’s home may provide care for up to three children with a range of additional complex needs.
p.1
Information about this children’s home
The home does not have a registered manager.
p.1
Information about this children’s home
Due to COVID-19, at the request of the Secretary of State, we suspended all routine inspections of social care providers carried out under the social care common inspection framework (SCCIF) on 17 March 2020. We returned to routine SCCIF inspections on 12 April 2021.
p.1
This monitoring visit
On 5 and 6 April 2022, Ofsted undertook a full inspection. The home was judged inadequate. In response to that visit, Ofsted issued a notice of restriction of accommodation and two compliance notices under regulation 12 and regulation 32.
p.1
This monitoring visit
The purpose of this visit was to consider the home’s adherence to the notice of restriction and the progress made towards meeting the two compliance notices. The provider has adhered to the restriction of accommodation, and there are currently two children living at the home. The two compliance notices were not reissued following this visit.
p.1
This monitoring visit
The home remains without a registered manager and has done so since April 2021. Since the last inspection, a member of staff already working in the home has been appointed as the manager and intends to apply to Ofsted to be the registered manager.
p.1
This monitoring visit
Staff vacancies identified at the last inspection remains an ongoing issue and no new staff have been recruited. Inspection report for children’s home - monitoring visit: 1271519 2 Managers have undertaken a review of staff recruitment files. These files now contain the required information. However, they continue to be poorly organised and difficult to navigate. A review of the previous manager’s recruitment file, whose employment ended in March 2022, shows that he was not safely recruited and had been allowed to work with children before relevant checks had been undertaken. As the manager has not been employed in the period since the last inspection, the provider has not been required to take action to address this.
p.1
This monitoring visit
The new manager has started to review children’s risk assessments. The manager has prioritised her efforts during the short period since the last inspection. Despite this, not all risk assessments have been reviewed by the manager or shared with staff. The manager recognises the need to address this shortfall in a timely manner. Until this action is completed, the effectiveness of the existing risk assessments is undermined.
p.2
This monitoring visit
Improvements to the home environment have been made, including repairs to the damage seen as the previous inspection. Steps have been taken to reorganise the configuration of the children’s bedrooms. This means that, currently, there are only bedrooms for the two children currently living in the home and there is not a spare bedroom to accommodate a third child, for which the home is registered for.
p.2
This monitoring visit
The two compliance notices raised at the last inspection have not been reissued. However, the notice of the restriction of accommodation remains in place. The other requirements raised at the last inspection were not reviewed as part of this visit as the end date had not passed. Those requirements are restated.
