Summary of outcome
All early years providers must meet the legal requirements in the Statutory framework for the early years foundation stage, which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right.
p.1
Summary of outcome
On 1 December 2021, we carried out an inspection and found the provider was not meeting some of these requirements. The overall effectiveness of the provision was judged to be inadequate. The inspection report sets out the actions the provider was required to take to meet the requirements.
p.1
Summary of outcome
On 1 February 2022, we carried out a regulatory visit. The focus of the visit was to check whether the provider had met the safeguarding and welfare actions raised at their last inspection.
p.1
Summary of outcome
We found the provider had met some of the safeguarding and welfare actions but not others. The provider had implemented a key person system. They had taken steps to provide supervision for staff. The provider has employed a deputy manager. During the visit we observed staff supervising children appropriately. We also observed appropriate hand washing procedures being followed and that children had access to fresh drinking water. The provider and staff are now managing children's behaviour appropriately. The provider is now complying with hygiene requirements. They had implemented procedures to ensure that food is covered until it is ready to be served to children. Parents now receive regular communication about their children's time at the setting. The provider demonstrated she understands the notification requirements and current employment law.
p.1
Summary of outcome
However, the provider had not ensured there is a manager with the appropriate experience. They were not able to provide evidence that the designated safeguarding person had attending the required training for the role. The provider had not taken any action to address the risks raised at the last inspection. There was still stagnant water in the garden and sharp spikes sticking out the fence. The provider had also not taken any action to assess any new risks in the premises. During the visit we found a cupboard, with batteries in, accessible to children. There was also fairy lights and sticky tape hanging down within babies reach. The provider had also failed to take any action to implement support for children with special education needs and/or disabilities (SEND).
p.1
Summary of outcome
We have therefore served a welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this.
p.2
Summary of outcome
n ensure the designated lead for safeguarding attends a child protection course in order to be able to identify, understand and respond appropriately to possible signs of abuse or neglect
p.2
Summary of outcome
n make sure the manager has at least two years' experience of working in an early years setting, or has at least two years other suitable experience
p.2
Summary of outcome
n take action to ensure that risk assessments identify all possible risks to children, with specific regard to the baby room and outside spaces
p.2
Summary of outcome
n improve existing arrangements to ensure children with special educational needs and/or disabilities are supported and helped to make good progress in relation to their individual starting points
p.2
Summary of outcome
n ensure a daily record is held of the names of children being cared for and their hours of attendance Additionally, during the regulatory visit on 1 February 2022, we found new areas of concern. This means that the provider was not meeting other requirements as set out in the Statutory framework for the early years foundation stage. In relation to the new areas of concern, on 1 February 2022, we have served a welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this.
