p.1
The provision is inadequate
Children are not kept safe. The childminder leaves children alone with adults whose suitability to care for them has not been checked. She has not trained these adults to understand her safeguarding policy. They have very poor understanding of safeguarding issues. They do not know about possible signs that a child might be being abused. This means they may not recognise children who need help. They do not know what to do if they have child protection concerns about a child.
p.2
The provision is inadequate
When present, the childminder does not supervise children well enough. Activities are not organised before children arrive. The childminder leaves children unattended while she retrieves toys from an outbuilding. Her attention is also diverted by her caring responsibility to household members. When the childminder is not watching them, children go into the fridge which has an open container of alcohol in it. They run back and forth, almost knocking over younger children. The resulting chaotic environment means that younger children do not feel safe enough to engage in learning or play.
p.2
The provision is inadequate
Although some children enjoy some activities which they choose for themselves, they quickly become bored and disengaged. This is because the range of toys and activities are limited. The childminder does not plan purposeful activities which are interesting and challenging. As a result, children do not make good progress across all areas of learning.
p.2
need to do better?
n The childminder does not engage in professional development opportunities to update her knowledge and skills or enhance curriculum planning. The quality of education has declined since the last inspection. The childminder does not find out what children know and can do, or plan what she would like them to learn next. She is surprised when children can create detailed drawings of themselves, adding and naming their body parts. The childminder does not know that children are beginning to complete simple additional and subtractions in their play. As a result, she does not provide activities which are challenging enough to help children make good progress. n The childminder does not engage with parents to identify and meet children's needs, in particular for children whose home language is not English. The childminder has not confirmed which languages families speak at home. Therefore, she is unable to help children to develop and use their home

languages in their learning and play. n The childminder does not complete a review of children's progress between the ages of two and three years. She does not provide parents with a short, written summary of their child's progress in the prime areas of learning. This means that

need to do better?
4 April 2022 children who may be falling behind in their development are not identified, and targeted support is not put in place. n The childminder does not manage children's behaviour appropriately. For example, when children fight with each other, she does not gain their attention before asking them to stop. They do not listen to her instructions and children get hurt. n The childminder's poor supervision of children means that she does not know what has happened when children cry. This leads to children being told off for things which are an accident. This does not support children's developing sense of right and wrong. The childminder does not help children to learn about their emotions. She calls them 'naughty'. She places them on 'the naughty step' at the bottom of the stairs and closes the door. Consequently, children do not develop a positive sense of themselves, and their emotional well-being is negatively

impacted. n The childminder has failed to improve her risk assessments, which was a previous action. She does not identify, or address, possible risks to children. For example, adults carry hot drinks near to where children play, placing children at risk of injury. n The childminder does not keep children safe online. They access online video sharing and social media platforms which are intended for older children. The childminder is unable to outline her policy for keeping children safe when accessing the internet. She has not made assistants aware of her safeguarding policy in relation to them using their mobile phone while caring for children. n Hygiene practices are poor. The childminder does not wash her hands before she prepares food. Children do not wash their hands before eating. Plates of food are placed on the floor where pets come into contact with them. Children wander around while eating. This does not promote the good health of children

and is likely to increase the risk of the spread of infection.
p.3
Safeguarding
The arrangements for safeguarding are not effective.
p.3
Safeguarding
The childminder knows some of the things that might indicate a child was suffering abuse or neglect. However, she does not understand the local safeguarding partnership procedures to be followed if she was concerned about a child. This means she may not promptly report concerns to protect children from possible harm. Additionally, the childminder does not know what to do if an allegation is made against her or a household member. She does not understand the role of the Local Authority Designated Safeguarding Officer (LADO). The childminder does not have, or implement, a policy to keep children safe online or regarding the use of mobile phones. She has failed to ensure the suitability of people looking after children in her care. The childminder does not ensure that assistants have a good knowledge and understanding of safeguarding issues. This places children at significant risk of harm.
