Inspection of Clever Clogs Day Nursery The Old Library, Coptfold Road, Brentwood, Essex CM14 4BN

p.1

Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

Children are not kept safe. The provider and staff are oblivious to hazards. Staff carelessly balance unstable, heavy, wooden peg puzzles on a high shelf in the baby room. These fall to the floor where babies play. Children encounter a number of slip hazards. Staff fail to clean up shaving foam and water from the floor, sink and step in the children's toilets. Young children cannot freely access drinking water throughout the day. This does not promote their good health and well-being. Children are placed at further risk of harm due to staff's poor knowledge and understanding of first aid.

p.2

The provision is inadequate

Children's health, safety and well-being are not assured. Staff continue to follow unhygienic practices. Children's toilets are not cleaned appropriately with faeces remaining in the bowl. Staff do not wash their hands between nappy changes. Children's ability to acquire key skills needed for the next stage in their learning is extremely limited. Although children are at times engaged in activities, they are not sufficiently challenged, so limited learning takes place. Despite this, overall, children are happy and behave well. Some children demonstrate confidence as they interact with visitors.

p.2

need to do better?

n Despite weaknesses being identified at previous inspections and monitoring visits, the provider continues to put children's health and safety at risk. They rely on consultants outside of the company to take effective action. However, the provider continues to demonstrate a poor understanding of the 'Statutory framework for the early years foundation stage' (EYFS). This failure means that the provider does not recognise their responsibility to ensure that appropriate action has been implemented and is understood by staff. n The provider has made insufficient progress following the last inspection. Required improvements identified at the last inspection and monitoring visits have not all been implemented. Children can easily access the stairs and garden, through a door in the toddler room. Staff do not maintain the cleanliness and safety of children's toilets. Consequently, children are exposed to toilets that are

not clean. These concerns have been raised on several occasions with the provider. Further risks, unnoticed by the provider, have been identified at this inspection. These include slip hazards in children's toilets caused by water and shaving foam. Despite instruction from the manager, staff do not take action to keep children safe. n Staff have attended several training courses since the last inspection. However, the provider has failed to ensure that they have an adequate understanding of their roles and responsibilities. n The provider fails to ensure that staff are effectively trained in nursery policies

3 March 2022 and procedures. Staff are not monitored by the provider which means that they do not know when staff create their own systems. For example, they are not aware that staff have brought medicated cream into the nursery and administer this to children's cuts and grazes. Staff have not sought written permission from parents, as required by the EYFS. This lack of monitoring does not ensure that children are kept safe. n The provider does not ensure that they maintain the correct qualification ratios of staff in each room. At times, babies are left with inexperienced staff, who do not provide adequate supervision. For example, they do not notice when a baby pushes a spoon down their throat. As a result, the baby chokes, falls over and bangs their head on a nearby table. n The provider does not ensure that staff have adequate knowledge and understanding of how to respond to accidents. As a result, staff do not know

p.2

need to do better?

what action to take when responding to children's injuries. This places children at risk of harm. Inadequate monitoring of equipment, linked to health and safety, means that the majority of first-aid boxes in the nursery contain out of date and inappropriate items. n Young children are not provided with easy access to fresh drinking water throughout the day. This demonstrates the provider's failure to ensure that children's basic needs are met. n Some action has been taken to build partnerships with parents since the last inspection. However, staff have a poor understanding of how to effectively support children's development. As a result, they are unable to share accurate information with parents to enable them to support their children's learning at home. n The provider has failed to monitor staff's understanding of the learning and development training they have completed. Staff demonstrate a poor understanding of how children learn. They do not complete regular observations

or assessments of children's development or plan effectively for their future learning. Any emerging gaps in children's learning are not identified. This means that appropriate support is not implemented. Consequently, any progress that children make cannot be attributed to the nursery.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The provider shows no urgency to address persistent breaches of the EYFS. This demonstrates a disregard for children's safety and welfare. However, staff are able to explain the possible signs of abuse. They know who the designated safeguarding lead is and when to report their concerns. Staff can explain what they would do if they had concerns about another adult working in the nursery. This is an improvement from the last inspection. Safe recruitment procedures are in place.
