Inspection report for children’s home – monitoring visit: 2569163 1
p.1
Information about this children’s home
A private provider owns and manages this home. The home provides care for up to three children who may have emotional and/or social difficulties.
p.1
Information about this children’s home
The home was registered on 13 March 2020. The manager, who registered at the same time, left in September 2020. The former deputy manager is the current acting manager. She has submitted an application to become the registered manager.
p.1
This monitoring visit
Following the full inspection in August 2021, the home was judged inadequate. This led to two compliance notices being issued linked to regulation 12, the protection of children and regulation 32, fitness of workers. The provider demonstrated some capacity during the monitoring visit in October 2021 to address some aspects of the notice under regulation 12, but the remainder was reissued alongside the full compliance notice for regulation 32.
p.1
This monitoring visit
A further full inspection was undertaken on 7 December 2021. The inspector found that the provider had not taken sufficient action to meet the requirements set out in the compliance notices. A decision was made to reissue the notices and impose a restriction of accommodation.
p.1
This monitoring visit
Since the last inspection, sufficient action has been taken to improve safeguarding practice and strengthen the effectiveness of the home’s leadership and management. The provider has implemented a detailed improvement plan. This includes reviewing and updating all risk assessments, recruitment files and case records. As a result, Ofsted is satisfied that the steps outlined in the compliance notices have been suitably addressed.
p.1
This monitoring visit
R isk assessments have been reviewed and reflect children’s risks and highlight strategies on how staff should manage those risks. Plans are reviewed and updated Inspection report for children’s home – monitoring visit: 2569163 2 in response to incidents, and daily communication within the team ensures that everyone is aware of any presenting issues or concerns.
p.1
This monitoring visit
Additional training for all staff has been successfully implemented, and further training is planned to be completed. This helps to ensure that staff have the necessary skills, confidence and knowledge to provide safe and effective care.
p.2
This monitoring visit
An examination of the recruitment files showed improvements in practice. All recruitment files have been audited and shortfalls have been addressed. This means that as much as possible is done to ensure that only suitably checked and vetted adults work at the home.
p.2
This monitoring visit
Records confirm that staff receive regular supervision, and that all outstanding appraisals have taken place. These mechanisms help to strengthen staff practice.
p.2
This monitoring visit
Not all notifications to Ofsted contain pertinent information, and they vary in quality. For example, some lack detail with regard to the action taken and the subsequent outcome. This is not good practice, as records made in this way hinder the regulator’s ability to ensure that the provider has taken all necessary steps to protect children from harm.
p.2
This monitoring visit
Complaints and allegations made against staff are quickly actioned by the registered manager. Internal investigations are fair, relevant parties are notified and children are listened to. However, internal investigation records are not robust. For example, records lack evaluation regarding the process undertaken by the manager, and there is little evidence of how the outcome was reached. Records made in this way lack clarity and do not stand up to scrutiny in the event of a further complaint.
p.2
This monitoring visit
The manager has identified the need to improve the language used within the children’s records. The written content within some documents contains opinions rather than facts. Records made in this way are not helpful to children.
p.2
This monitoring visit
In summary, the home is compliant with the two regulations that were subject to compliance notices and the additional requirements raised at the last inspection. The restriction of accommodation is lifted. Ofsted will assess how well these improvements have been embedded in practice at the next full inspection.
