Inspection report for children’s home: 2594629 1 Registered provider: Hill Top Children’s Care Limited Interim inspection Inspected under the social care common inspection framework
p.1
Information about this children’s home
This privately run children’s home provides care and accommodation for up to two children. The provider states in their statement of purpose that they provide care for children with social and emotional difficulties.
p.1
Information about this children’s home
Due to COVID-19, at the request of the Secretary of State, we suspended all routine inspections of social care providers carried out under the social care common inspection framework (SCCIF) on 17 March 2020. We returned to routine SCCIF inspections on 12 April 2021.

This home was judged requires improvement to be good at the last full inspection.
p.2
children and young people since the most recent full inspection
At the interim inspection, Ofsted judges that it has declined in effectiveness.
p.2
children and young people since the most recent full inspection
There has been limited progress against the requirements and recommendations from the last inspection. As a result, all requirements and one recommendation have been reinstated.
p.2
children and young people since the most recent full inspection
There are no children currently at the home. The one child in placement was moved out by their placing authority following concerns in relation to the leadership arrangements and how safeguarding is managed.
p.2
children and young people since the most recent full inspection
Safeguarding arrangements at the home are weak and there have been delays in the appropriate resolution of safeguarding concerns.
p.2
children and young people since the most recent full inspection
The resignation of the interim manager has created further instability. A new interim manager has been appointed. This is the fourth manager since the home opened 17 months ago. This is the interim manager’s first experience of managing a residential provision. She does not have a clear training development plan in place to help her develop into this new role. This means that there is a gap in effective management arrangements to ensure that the safeguarding and welfare needs of children are met.
p.2
children and young people since the most recent full inspection
The registered individual has been heavily involved in the day-to-day running of the home. This has included being on shift and sleeping in. This has led to conflict and confusion relating to the quality of management oversight.
p.2
children and young people since the most recent full inspection
The staffing arrangements are insufficient to ensure that there is sufficient staff to care for children with the relevant knowledge to ensure that children’s needs are met. This failure to secure a skilled staff team places children and staff at risk of harm.
p.2
children and young people since the most recent full inspection
There are gaps in the delivery of effective training consistent with those identified in the home’s statement of purpose. Consequently, staff do not possess the necessary skills to effectively meet the needs of children.
p.2
children and young people since the most recent full inspection
There is no clear system in place to ensure that staff have read and understood important documents, such as risk assessments and missing from care protocols. This means that staff do not have all the relevant information designed to help keep children safe and their needs met. This omission places staff and children at risk of harm. Inspection report for children’s home: 2594629 3 Complaints made by children are not dealt with effectively. This means that children’s voices and views are not adequately considered. This failure to act has compromised children’s rights.
p.2
children and young people since the most recent full inspection
There have been concerns raised by children about staff conduct that have not been effectively addressed. This failure shows a lack of understanding in the roles and responsibilities of staff and managers in relation to protecting children from harm.
p.3
children and young people since the most recent full inspection
The home environment is still not safe. For example, in one bedroom, the wardrobes are still not secured to the walls and present a hazard to children.
p.3
children and young people since the most recent full inspection
As a result of all these failings, managers are not able to demonstrate how the home has capacity to care for children at this current time. As a result, Ofsted has issued a suspension notice. Inspection report for children’s home: 2594629 4
