p.2
This monitoring visit
This visit was carried out to monitor the provider’s actions to meet two compliance notices and a requirement that were served following a monitoring visit on 15 November 2021.
p.2
This monitoring visit
The first compliance notice was in relation to the poor quality of accommodation. The inspector toured the building and found that some necessary repairs had been addressed. For example, the bathroom radiator covers had been repaired, the boilers had been boxed in and windows had been sealed and cleaned. The inspector found that there was still black mould in some areas. No ventilation fans had been fitted to address the issue of moisture in the air, so the problem was ongoing. In one bathroom, the pipes still needed boxing in and the door of the gas meter was broken. One parent’s room was very cluttered, and this had not been addressed by staff.
p.2
This monitoring visit
The manager had taken steps, such as devising feedback forms for residents, arranging residents’ meetings and the implementation of a daily maintenance log. These were to help the manager identify and oversee the completion of any required maintenance work. However, none of these steps have had the desired effect of improving the centre’s environment so that it provides a good standard of accommodation and facilities for the families. The manager does not have effective systems in place to monitor the centre’s environment and make good any identified shortfalls. As a result, the compliance notice has not been met and a further compliance notice has been issued with the same steps as the previous notice.
p.2
This monitoring visit
The second compliance notice was in relation to the centre being managed with sufficient care, competence and skill. Leadership of the service is not effective. Internal monitoring requires significant improvement. Currently, new processes to monitor quality and safety across the service are not reviewed effectively by the leadership team. This means that necessary improvements are not identified. For example, a daily checklist relating to the environment had been implemented. However, there was no managerial oversight of the list which meant that issues had not been identified or acted upon. Some of the issues relating to the quality of the environment had been rectified and some were still to be addressed.
p.2
This monitoring visit
The manager is not addressing staff conduct issues effectively. There is no evidence, or any audit trail, of supervision or action taken to improve staff conduct when conduct issues had been identified. As a result, the compliance notice has not been met and a further compliance notice has been issued.
p.2
This monitoring visit
The inspector noted regulation 27, notice of absence, was now met, as the manager presented evidence that she had informed Ofsted about the absences while studying to be a social worker. Inspection report for residential family centre - monitoring visit: Kaleidoscope Assessment Services 3 The other requirement made at the previous inspection, not subject to compliance, was not considered during this monitoring visit. This will remain in place until the centre’s next full inspection. Inspection report for residential family centre - monitoring visit: Kaleidoscope Assessment Services 4
