Inspection report for children's home - monitoring visit: 2633498 1 Registered provider: Care Perspectives Limited
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
This home is owned and operated by a private company. It provides care for up to two children. Children may have mental health and/or emotional and social difficulties.
p.1
This monitoring visit
The home was judged inadequate at its first full inspection on the 04 and 05 October 2021. The inspection raised concerns about the safety of children and the ability of staff to manage children’s complex needs. The inspector found significant shortfalls in the protection of children and the leadership and management of the home and issued compliance notices under regulation 12 and regulation 13. This monitoring visit was to review the progress made in respect of the two compliance notices.
p.1
This monitoring visit
Senior managers have carried out an in-depth review of practice at the home to learn from past mistakes. They have taken action to address the shortfalls identified in the compliance notices. As a result, Ofsted judged that all steps in the compliance notices are met.
p.1
This monitoring visit
One child who lived at the home at the time of the inspection has now moved. Managers assessed that the home could no longer keep the child safe. This followed an escalation in the child’s complex behaviours and new risks emerging. Staff enabled the child to experience a planned move. Inspection report for children's home - monitoring visit: 2633498 2 Despite their best efforts, the home is currently without a manager or sufficient staff to care for one child. To date, only two staff have been recruited. The provider recognises they need to recruit additional staff before they can admit children. They have indicated that they will be submitting an application to Ofsted to inform the regulator that no children will move into the home until such time as they are ready to be fully compliant with regulations.
p.1
This monitoring visit
Managers have reviewed the staffing needs of the home to ensure that there are sufficient suitably qualified and experienced staff available to meet a child’s needs and keep them safe. Should there be a shortfall in staffing, clear procedures are now in place to ensure that children are supervised in line with their plans.
p.2
This monitoring visit
Staff now meet regularly as a team. Managers have worked with an independent consultant to facilitate discussions with staff about the risk assessment process. Managers have reflected with staff on incidents and considered what they could do differently to keep a child safe. Managers encourage staff to view risk assessments as live working documents. These reflections will inform future practice.
p.2
This monitoring visit
Leaders and managers have conducted a thorough review of health and safety policy and procedures. They have specifically addressed the health and safety implications of building a new home next to the current home and of contractors working in or near to the home. The health and safety strategy includes regular health and safety audits by senior managers in the company.
p.2
This monitoring visit
Managers have employed an independent consultant to carry out a skills analysis of the staff team. They have used this information to inform a training strategy. This includes a system to identify staff training needs and for managers to monitor and maintain training compliance. Existing staff have received training in mental health and in attention deficit hyperactivity disorder. This training is now included in staff induction training.
p.2
This monitoring visit
Managers have plans to improve manager’s monitoring. This includes training for managers in the company’s electronic recording system and the implementation of paper systems to improve manager’s ability to critically review staff practice. A risk register of children’s high-risk behaviours aims to ensure that senior managers are informed about children’s high-risk behaviours. Safeguarding concerns and risk assessments relating to these behaviours will be included in a monthly manager’s report to senior managers.
p.2
This monitoring visit
Staff have received training in the management and recording of allegations and complaints. Managers have consulted with the local authority designated officer regarding additional training for managers and staff.
p.2
