Summary of outcome

All early years providers must meet the legal requirements in the Statutory framework for the early years foundation stage, which you can find at www.gov.uk/government/publications/early-years-foundation-stage-framework--2. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right.

Summary of outcome

On 29 September 2021, we received concerns that the provider was not meeting some of these requirements.

p.1

Summary of outcome

On 30 September 2021, we carried out a regulatory visit. We found the provider was not meeting some of the requirements. We have served a welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this. The provider is still registered with Ofsted.

p.2

Summary of outcome

On 30 September 2021, we also found that the provider had failed to notify Ofsted of several changes of manager and a significant event, which is a requirement of their registration.

p.2

Summary of outcome

We suspended the provider's registration on 30 September 2021 because we believe children may be at risk of harm. The provider may not provide childcare for which registration is required while the suspension is in place and may commit an offence if they do so.

p.2

Summary of outcome

On 19 October 2021 we visited the provider to monitor compliance with the welfare requirements notice. We found that the provider had met some of the actions in the welfare requirements notice but not others. Steps had been taken to prevent unauthorised persons entering the premises. Fire exits were now free from obstructions. There is a separate baby room available for children aged under two years. The provider demonstrated how first-aid qualified staff would be deployed and how good food hygiene practice would be implemented. The other actions in the welfare requirements notice had not been addressed.

p.2

Summary of outcome

Additionally, during the visit, we found new areas of concern. This means that the provider was not meeting other requirements as set out in the Statutory framework for the early years foundation stage. The provider also confirmed that the setting had previously been providing care for children aged over five years for which they were not registered. This is an offence. The provider has since registered appropriately in order to care for older children. In relation to the previous actions not met, and the new areas of concern, we have served a further welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this. The registration remained suspended. Actions needed by 5 November 2021:

p.3

Summary of outcome

On 8 November 2021, we visited the provider to monitor compliance with the welfare requirements notice. We found the provider had met some of the safeguarding and welfare actions but not others. We lifted the suspension because the threshold for suspension was no longer met. The provider demonstrated that staff deemed to be qualified at level 2 or above, hold the approved qualifications for their role. The provider had taken some steps to assess staff's suitability to fulfil their roles. Recruitment and vetting procedures had been improved. Information has been recorded about the identity and vetting processes that have been completed for each member of staff. The ventilation in the rooms had been improved and hot water was available. Records were maintained and easily accessible.

p.3

Summary of outcome

The provider was still not able to demonstrate that all staff have a robust knowledge and understanding of safeguarding and child protection procedures. Further risks to children were evident. There was exposed pipework leading from radiators in the children's playrooms. Although there was a foam covering on pipework, this could be easily removed by children. This compromises the safety and welfare of children. The provider was not meeting other requirements as set out in the Statutory framework for the early years foundation stage. The lead practitioner for safeguarding has not attended a child protection training course, as required. In relation to the previous actions not met, and the new area of concern, we have served a further welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this.

p.4

Summary of outcome

We visited the provider on 6 December to carry out a full inspection. There were exposed radiator pipes within children's reach which presented a risk of harm to children. There was no consistent hot water available for children and staff. There was no suitable manager on site. We suspended the provider's registration. The provider took the decision to resign the registration while it was suspended. The provider is no longer registered with Ofsted.
