Inspection report for residential family centre - monitoring visit: Kaleidoscope Assessment Services 1 Kaleidoscope Assessment Services Finsley House, Finsley Street, Briercliffe, Burnley, Lancashire BB10 2HN
p.1
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this residential family centre
This residential family centre provides accommodation for up to three families at any one time. The residential family centre is privately owned.
p.1
Information about this residential family centre
Families access the centre at the direction of the court and/or the local authority for the purposes of assessment.
p.1
Inspection date: 15 November 2021
Date of previous inspection: 12 June 2018
p.1
This monitoring visit
This visit was carried out due to concerns raised with Ofsted about the safety and quality of the environment and a parent’s poor experience at the centre.
p.1
This monitoring visit
Several concerns were identified about the quality of accommodation during the inspection. Some areas require redecoration, such as grubby and stained walls. Some necessary repairs need to be addressed and are potentially dangerous. For example, there is a loose plug socket and protruding screw in one room, which staff said was ready for a family to move into.
p.1
This monitoring visit
Records demonstrate that several people have previously raised concerns about their accommodation with staff. However, no action has been taken to respond to many of the issues raised. As a result, necessary improvements have not been made.
p.1
This monitoring visit
A parent recently raised a formal complaint about the way a staff member had spoken to her. The complaint was recorded, and an investigation took place. Information gathered during the investigation substantiated some aspects of the parent’s complaint. However, the parent did not receive a satisfactory response or apology. Inspection report for residential family centre - monitoring visit: Kaleidoscope Assessment Services 2 Despite the investigation indicating poor practice, this was not fully recognised or addressed. There is no evidence that the matter has been properly reviewed or that any learning has been identified to support improvements in practice. Furthermore, suitable supervision arrangements are not in place for the staff member.
p.1
This monitoring visit
Internal monitoring requires significant improvement. Currently, processes to monitor quality and safety across the service are not effective. This means that necessary improvements are not identified or, on occasion, are identified but not addressed. For example, staff training records are not up to date and do not provide clear information. This means that shortfalls in training may not be recognised.
p.2
This monitoring visit
Despite a requirement made at the last inspection, the manager has not provided Ofsted with an up-to-date statement of purpose. Failure to provide updated information impacts the regulator’s ability to monitor and therefore does not promote children’s welfare.
p.2
This monitoring visit
Leadership of the service is not consistently effective. The registered manager has been away from the setting for several weeks but has not formally notified Ofsted about this. Shortfalls in monitoring, failure to respond to feedback or complaints, or ensure that lessons are learned from adverse incidents mean that the service is not developing or improving.
