Inspection report for children’s home - monitoring visit: SC472977 1 SC472977 Registered provider: City of Bradford Metropolitan District Council
p.1
Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is owned and run by a local authority. It is registered to provide care and accommodation for one child with learning disabilities. The home was originally registered for up to 15 children but, following a request to vary the conditions, the numbers were reduced.
p.1
Information about this children’s home
The two registered managers were not available at this inspection, and the new acting manager was on leave. He is yet to register with Ofsted.
p.1
Information about this children’s home
Due to COVID-19, at the request of the Secretary of State, we suspended all routine inspections of social care providers carried out under the social care common inspection framework (SCCIF) on 17 March 2020. We returned to routine SCCIF inspections on 12 April 2021.
p.1
Information about this children’s home
A full inspection was undertaken on 27 May 2021. The findings from that inspection confirmed that leaders and managers had not been effective in making and sustaining improvements over time. This resulted in children receiving inadequate care and having poor experiences, with some children not making any progress. The registered provider was issued with enforcement action and requirements to improve.
p.1
Information about this children’s home
A monitoring visit was undertaken on 15 July 2021. Serious shortfalls were identified relating to safeguarding practice and management oversight. This led to an emergency suspension notice being issued. There have been two further monitoring visits prior to this visit.
p.1
This monitoring visit
The purpose of this visit was to monitor the steps taken by the provider to address the shortfalls that were identified in the emergency suspension notice and during Inspection report for children’s home - monitoring visit: SC472977 2 subsequent visits. The provider was issued with compliance notices under regulations 12, 13, 14 and 35. No significant action has been taken by the provider to action these steps; therefore, none of these notices are met.
p.1
This monitoring visit
This is because the local authority has delegated the care of the one child in placement to an external specialist clinical team. This team does not consist of any of the provider’s own staff and therefore the provider has no direct involvement in the day-to-day care of the child or in the management oversight.
p.2
This monitoring visit
The externally commissioned team is addressing all the child’s day-to-day needs. The team is working closely with the child and adolescent mental health services and other professionals to ensure the child’s safety and well-being.
p.2
This monitoring visit
The external specialist team is working consistently to establish structure and routine for the child. They have access to information that allows them to keep the child safe and manage the daily risks and trigger points appropriately. The current care plan for the child in placement is comprehensive. It includes the views of all involved agencies, is child-focused and is regularly reviewed. The staff working with the child have a good understanding of her needs. The risks are reviewed regularly and staff and the child benefit from a debrief following any incidents.
p.2
This monitoring visit
The external specialist team is maintaining good-quality records relating to the child’s care, including physical interventions. Some of these records are transferred to the provider’s own electronic recording system, which supports their oversight. However, some of the staff’s records are independently maintained and therefore do not always align with the provider’s own records and fall short of its statutory practice.
p.2
This monitoring visit
The provider’s ability to maintain regulatory control and management oversight of the child’s care is limited. However, the provider is keen to work with Ofsted to avoid drift and delay and to establish a long-term plan. While the acting manager is involved in some of the operational day-to-day tasks in the child’s care alongside the specialist team, such as supervision and handover meetings, he does not provide sufficient management oversight. For example, the provider has no significant insight into the experience, skills and training needs of the external specialist team, and is not involved in the recruitment of the team. This means the provider has no assurances that the staff have been suitably vetted, and that appropriate scrutiny has been applied to their checks prior to appointment and they are safe to work with children.
p.2
This monitoring visit
All of the compliance notices will be reissued, as will the requirements that were raised and remain unmet. Inspection report for children’s home - monitoring visit: SC472977 3
