children and young people since the most recent full inspection
This home was judged requires improvement to be good at the last full inspection. At this interim inspection, Ofsted judged that it has sustained effectiveness.
p.2
children and young people since the most recent full inspection
Since May 2021, there have been safeguarding concerns raised with Ofsted. These were reviewed during this interim inspection. No immediate safety or safeguarding issues have been found.
p.2
children and young people since the most recent full inspection
The management team has not yet addressed all the shortfalls identified at the last inspection. Some of these shortfalls have been repeated over time. Consequently, the overall quality of the children’s care continues to require improvement.
p.2
children and young people since the most recent full inspection
Additional management capacity from nearby sister homes has been used to support the registered manager. Despite this support, there has been a lack of management organisation and insufficient scrutiny of the care that children receive. For example, there has been limited management oversight of the staff’s use of sanctions or evaluation of their effectiveness in promoting positive behaviours.
p.2
children and young people since the most recent full inspection
When incidents happen, staff use physical interventions to keep the children safe. These are proportionate and justified. However, there is not always a managerial review of the incidents. The manager’s record of her oversight of incidents varies in quality. Consequently, the learning to reflect on the effectiveness of the intervention and consideration for follow-up actions is missed.
p.2
children and young people since the most recent full inspection
The staff said that they value supervision as it provides them with the opportunity to discuss the challenges of managing some of the children’s complex needs. However, the manager has failed to ensure that staff have regular protected time for supervision. There have been periods when staff have not had supervision regularly enough. In addition, when staff have had supervision, some of these meetings have been brief. Consequently, some staff have not felt supported. They have not always had access to the feedback and guidance that they need to develop their practice.
p.2
children and young people since the most recent full inspection
The management team is aware of the strengths and weaknesses of the home. The management team has developed a plan to raise the standards of care and management oversight. The registered manager resigned from the post on 29 October 2021. An experienced manager and deputy manager from within the organisation are in the process of transferring to the home to provide additional capacity. They are in the very early stages of making improvements. The new manager has begun collecting weekly data to inform practice and has devised a workforce development and action plan for the home. Together with the operational manager, they have continued recruiting new staff. These changes have led to a recent reduction in the use of agency staff. Inspection report children's home: SC053529 3 Since the last inspection, the management team has reviewed the home’s statement of purpose to ensure that emergency placements are no longer accepted. No
p.2
children and young people since the most recent full inspection
children have moved into the home since the last inspection. The manager therefore has yet to undertake an impact risk assessment to consider the mix of children at the home.
p.3
children and young people since the most recent full inspection
The new manager has taken responsibility for the management of safeguarding concerns. Records provide more detail and the quality of notifications to Ofsted has generally improved.
p.3
children and young people since the most recent full inspection
Although the home is still using some agency staff, managers have ensured that recruitment records for agency staff always contain the required information in line with safer recruitment guidance. In addition, the new manager uses the same agencies and staff. This increases the likelihood that the children will receive more consistent care.
p.3
children and young people since the most recent full inspection
The new manager has submitted to Ofsted the internal review of the quality of care. The review provides the management team with a benchmark from which to measure their actions and improvement plans. Inspection report children's home: SC053529 4
