Inspection report for children's home - monitoring visit: 2569163 1

p.1

Future 19 Social Care Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

A private provider owns and manages this home. The home provides care for up to three children who may have emotional and/or social difficulties.

p.1

Information about this children’s home

The home was registered on 13 March 2020. The manager who registered at the same time left in September 2020. The post is vacant.

p.1

Information about this children’s home

Due to COVID-19 (coronavirus), at the request of the Secretary of State, we suspended all routine inspections of social care providers on 17 March 2020.

p.1

Information about this children’s home

We last visited this setting on 9 December 2020 to carry out a monitoring visit. The report is published on our website.

p.1

Information about this children’s home

A full inspection was carried out on 9 and 10 August 2021 and the home judged inadequate. Two compliance notices were issued alongside 10 requirements.

p.1

This monitoring visit

This visit was to monitor the provider’s compliance with the two compliance notices issued in relation to regulation 12 (the protection of children standard) and regulation 32 (fitness of workers). Where possible, the other requirements issued at the full inspection were also reviewed.

p.1

This monitoring visit

Children’s experiences and levels of progress continue to be mixed. There are improvements in education attendance for some children. Staff continue to put boundaries in place, and children are happy to return to the home but the levels of trust between children and staff remains low. Children continue to be reluctant to share relevant information with staff to help them stay protected.

p.1

This monitoring visit

The support from the manager to staff has improved. Supervision sessions are now taking place with more regularity and include the relevant agenda items for Inspection report for children's home - monitoring visit: 2569163 2 safeguarding and reflective practice. Staff have undertaken a wide range of training, since the full inspection, to assist with their understanding of the chosen model of practice. The provider has engaged the services of a specialist in that model, and each child now has a therapeutic care plan which will lead into a daily care plan for staff to follow. This process has not yet been embedded in practice.

p.1

This monitoring visit

However, of the two compliance notices, the provider has partially met one, regulation 12. They have not met regulation 32.

p.2

This monitoring visit

Staff update risk assessments when incidents occur, but the strategies detailed for staff to follow, to mitigate these risks, continue to be too vague. The care plans are still ineffective at detailing the day-to-day practice staff should follow. This leads to inconsistent care and mixed levels of progress.

p.2

This monitoring visit

Room searches continue to take place where they are relevant to protect children. However, the record does not contain all the relevant information, in particular that relating to children’s involvement in the search. This shortfall was addressed with the provider at the full inspection, through a recommendation, but it has now been raised to a requirement.

p.2

This monitoring visit

At the full inspection, the provider had not updated and completed the fire risk assessment, detailing who was responsible for the required actions. At this visit, the fire risk assessment remained unchanged. Therefore, this step is not met. Two fire evacuations have taken place and have included children, therefore that step is met. The compliance notice for regulation 12 has been re-issued based on the steps that are unmet.

p.2

This monitoring visit

The recruitment practice is still not effective. There are gaps in relation to references for new staff. Therefore, the compliance notice for regulation 32 has been re-issued.

p.2

This monitoring visit

Incidents requiring notification to Ofsted are now being shared with the regulator. Therefore, this regulation is met. Inspection report for children's home - monitoring visit: 2569163 3
