Overall effectiveness Inadequate

p.1

The provision is inadequate

The childminder has failed to meet a number of requirements which relate to safeguarding, welfare, learning and development. This has an impact on children's care and learning.

p.2

The provision is inadequate

The quality of education is weak. The childminder and her assistant do not routinely provide stimulating and challenging activities. They do not think about what it is they want children to learn and do not plan how they will support them to achieve this. Children can choose what to play with. However, the range of resources is limited and learning is incidental. The curriculum that the childminder and her assistant provide does not meet the learning and development needs of the children who attend. The lack of challenge for children means that they do not make rapid progress. The childminder and her assistant do not develop children's communication and language skills effectively. For example, children have limited opportunities to hear adults read aloud and extend their vocabulary. In addition, the childminder and her assistant do not engage with children effectively. For example, they do not ask questions that encourage children to think and respond.

p.2

The provision is inadequate

Children who speak English as an additional language do not have any opportunities to develop and use their home language in play and learning. This further reduces opportunities for children to develop their communication and language skills. Children build secure attachments with the childminder and her assistant. They respond to children who are unsettled or upset by offering cuddles and positive reassurance.

p.2

The provision is inadequate

The childminder does not use a consistent approach in managing behaviour to help children understand the consequences of their actions. For example, when children do not share, she does not ensure that all children have the opportunity to have their turn. This does not help children to understand the concept of sharing, and also does not prepare them for later learning.

p.2

need to do better?

n The childminder does not have a secure knowledge and understanding of all statutory requirements of the early years foundation stage and the Childcare Register. She does not monitor the quality of the provision effectively to ensure any breaches and weaknesses are identified and addressed promptly. n The childminder does not meet children's health and welfare needs effectively. For example, the childminder and her assistant do not always carry and pick up children in the most safest and caring way. The childminder fails to act appropriately in line with first-aid requirements, when children have accidents. In addition, she does not comply with the requirements of health and safety legislation, including hygiene requirements to avoid any cross-contamination,

p.2

need to do better?

29 September 2021 particularly during food preparation and nappy changing routines. n The risk assessment system is ineffective. The childminder does not identify and minimise all potential risks to children. For example, she has not identified that the laminated floor is slippery and can cause accidents. The childminder does not ensure that children are securely strapped in the high chairs to maintain their safety and does not check frequently enough on sleeping children. n The childminder and her assistant do not help children develop their social and early communication skills effectively. For example, at lunchtime, adults seat children with their backs to each other and do not encourage meaningful discussions to teach children how to socialise during mealtimes. This means that children are not exposed to structured and targeted language to help them in their future education, to succeed in life and to make the best possible progress.

p.2

need to do better?

n The childminder and her assistant are calm and caring. Children are happy to have a cuddle with either of them when upset or unsettled. n Parents report, via feedback forms, that their children are happy and making progress at the setting.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder has failed to notify Ofsted of an adult working at the premises within 14 days, on a number of the occasions. This means that Ofsted was not supplied with the required information to check suitability of any new people working on the childminding premises. These adults have unsupervised access to children, which puts the children at risk of harm. Although the childminder knows correct procedures to follow if there are different child protection concerns, she is not always able to recognise some of them when presented with real case scenarios. In addition, the childminder does not ensure that new assistants understand the safeguarding policy and procedures and have an up-to-date knowledge of any child protection concerns.
