Inspection of J.l.o After School Club 15 Kemble Road, Kemble Hall, LONDON N17 9UJ

p.1

Not met (with actions)

Previous inspection Requires improvement

p.1

This provision does not meet requirements

Leaders and managers do not ensure that statutory requirements are met at all times to ensure the safety and well-being of children. Children come into the setting and settle quickly. They take part in activities on offer, despite the lack of resources, books and toys that are suitable for the age range of all children who attend the setting. Staff do not plan suitably challenging activities or experiences that are exciting and fun for children. Activities are not well planned and lack purpose, particularly for older children. In spite of this, children are well behaved and polite. Staff have clear expectations about children's behaviour and children know and understand the rules. They play cooperatively with their peers and older children help the younger children.

p.2

This provision does not meet requirements

Children's health and safety is not effectively promoted by staff. They do not ensure that procedures are implemented well. For example, insufficient care is taken by staff when recording the content of accident records. Overall, the organisation of all records is poor, with information haphazardly kept, therefore making it difficult to establish what is necessary and what is redundant. Children are provided with a snack and drink at teatime. However, the food provided does not meet widely published nutritious meal recommendations and does not contribute to a healthy diet. Therefore, children have limited opportunities to make healthy food choices.

p.2

need to do better?

n The provider does not reflect well enough on the quality of the provision. She does not recognise and identify weaknesses or take prompt action to make and maintain the necessary improvements. The provider does not actively seek out ways to improve her knowledge and understanding, for example, when there are changes in legislation, to ensure she meets the requirements of registration at all times. n Children have access to some resources and equipment that reflect their interests. They are confident to talk to visitors and share what they like to play with. However, staff do not pay enough attention to how they plan the environment or the activities available for children. n Staff provide children with a light tea shortly after their arrival at the club. However, children are restricted in being able to make healthy food choices. Additionally, staff serve meals and drinks to children and this restricts children's

opportunities to take responsibility for themselves and to be independent. n A lack of risk assessment means that staff fail to recognise and act on poor levels of cleanliness and hygiene in the premises. They fail to notice when children's health and safety might be compromised. For example, the fridge

need to do better?

29 September 2021 where food is stored is operating at an unsafe temperature. n On the day of the inspection, despite the provider being notified of the inspection taking place, they were unable to produce all information and records for the inspector to review. The provider fails to ensure that important information is easily accessible and available to those with a professional need to see it. n Staff give conflicting information about the use of the garden. On the day of the inspection, children did not have the opportunity to be outdoors and be physically active in the fresh air. n Children are confident and, overall, show good behaviour. Older children are kind and helpful to younger children and join them in their play. n Due to the COVID-19 pandemic, the setting was not in operation before or after school, or during the holidays. It has recently reopened. Since children have returned, they know to sanitise their hands when arriving at the setting.

p.2

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The provider does not demonstrate sufficient knowledge and understanding of child protection procedures. Although she and other staff have updated their safeguarding knowledge by attending training, they are unable to demonstrate a secure understanding of how to implement this in practice. The provider is unaware of the correct action to take if an allegation is made about a member of staff. She does not have the correct methods or means for making accurate records of concerns. A safeguarding policy is available. However, it is not comprehensively understood by staff. The provider lacks the knowledge required to provide safeguarding advice to staff and does not have sufficient knowledge to fulfil her role.
