p.1

Context and focus of visit

This monitoring visit focused on safeguarding arrangements and was undertaken with reference to the further education and skills handbook .

p.2

Context and focus of visit

The visit took place following a judgement of insufficient progress for safeguarding at Central Veterinary Services Limited’s new provider monitoring visit in April 2021. At the time of the visit, six apprentices were studying a level 3 diploma in veterinary nursing. The provider currently offers training in three locations: Kent, Exeter and Suffolk. The visit took place in person at the provider’s main training centre in Ipswich.

Reasonable progress

Leaders have put in place a wide range of effective safeguarding procedures and staff training since the previous monitoring visit. A designated safeguarding lead (DSL) is now in place. She is suitably trained and understands her wider role fully. The DSL attends the local further education/higher education ‘Prevent’ duty forum and local safeguarding partnership meetings. This has enabled her to develop a wider knowledge and understanding of the risks that are present in Kent and Suffolk. However, she has not yet had the same level of detailed input from the Exeter ‘Prevent’ duty forum. As a result, leaders are not suitably informed about the specific local dangers that may affect apprentices in this region. Tutors’ knowledge and understanding of safeguarding have improved substantially because of the actions leaders have taken. Staff use their improved knowledge of, for example, bullying and sexual harassment, to better support apprentices with

issues that may arise in their workplaces. Tutors use more specific questions when discussing safeguarding issues with apprentices. As a result, apprentices have improved their knowledge of these issues significantly. Tutors do not contextualise safeguarding topics to apprentices’ job roles effectively. Tutors have not, for example, ensured that apprentices understand the impact that the actions of extremist animal rights groups could have on them because of their job roles. As a result, a few apprentices do not know how to respond to specific issues in order to keep themselves safe. Leaders have developed a programme of ‘hot topics’ that tutors raise effectively with apprentices. Many of these follow on from national awareness events, such as anti-bullying week and safer internet day. Leaders are not yet confident enough to tackle potentially unacceptable behaviour with the employers with which they work. Leaders do not feel able to raise

apprentices’ concerns directly with employers to ensure that a lasting solution is in Monitoring visit: Central Veterinary Services Limited, 15 September 2021 place. Leaders do not know whether employers are sufficiently aware of concerns that apprentices raise with tutors. Monitoring visit: Central Veterinary Services Limited, 15 September 2021 regulates and inspects to achieve excellence in the care of children and young people, and in education and skills for learners of all ages. It regulates and inspects childcare and children’s social care, and inspects the Children and Family Court Advisory and Support Service (Cafcass), schools, colleges, initial teacher training, further education and skills, adult and community learning, and education and training in prisons and other secure establishments. It assesses council children’s services, and inspects services for children looked after, safeguarding
