p.2

Children make exceptional progress. Staff support positive change for children in all areas of their lives. A child who arrived at the home with literacy difficulties has been supported to achieve a place at college this year. The child has also been enjoying creative writing and sharing their work with staff. Another child has achieved a place at college to follow their passion for catering. Staff have supported them with the launch of their own baking business, which is very successful.

p.3

outstanding

A child who was classed as extremely high risk in relation to mental health and self- harm has been integrated safely into the home. Through careful planning, patient understanding and well-informed practice, risks for the child have been significantly reduced. While there were initially questions about the suitability of a residential placement of this kind for the child, the outcomes have been excellent.

p.3

outstanding

Staff demonstrate skill and passion in their work. They share a clear and coherent ethos of care which runs through all areas of their practice. Support planning is completely child-centred. Children set their own goals and targets. Staff track these carefully, sharing progress with children in accessible visual formats. This creates a clear sense of pride for children in their own achievements.

p.3

outstanding

Professionals say that staff go ‘above and beyond’ to ensure the best outcomes for children. Staff work closely with children and their families to develop positive relationships. When family dynamics cause challenges for children, staff support children well to manage their emotional responses.

p.3

outstanding

Children access therapeutic support from skilled clinicians. This has delivered some transformational changes in their lives. Children demonstrate strong capacity for self-reflection and enjoy close and meaningful relationships with staff. This has helped children to express their identities with pride and confidence, confront areas of their lives that have placed them at significant risk and make positive choices for the future.

p.3

outstanding

Staff demonstrate a well-developed understanding of the safeguarding needs of children in their care. Their practice results in significant reductions in risk-taking behaviours. Staff accessed training and support on harm reduction to skilfully support a child to reduce substance misuse significantly and avoid the exposure to risk and exploitation that lifestyle attracted. Inspection report children’s home: SC028526 4 When a child had an unsuccessful experience of reintegration into her local area, staff worked through a period of immense challenge to restabilise the child. Staff never gave up. By demonstrating their commitment to the child’s safety and well- being, they built the trust they needed to support the child to make the changes required to keep themselves safe, setting them up for a successful transition to independence.

p.3

outstanding

Staff have formed highly effective networks with the police, local authorities and substance misuse teams to ensure excellent communication when children go missing from the home. This has resulted in effective management of high-risk situations. The home has also supported authorities to identify exploiters and thereby reduce risk to children in the local area.

p.4

outstanding

Staff reflect openly about the journey they have been on to find the balance between promoting children’s independence and managing risk. By striking the right balance, they have supported children to understand how to manage their own risk, promoting lifelong change as they approach transitions to adulthood.

p.4

outstanding

Although an external fire risk assessment is in place, this has not been refreshed for several years. There is a risk of this not being current. Similarly, the surveillance policy for the CCTV in the entrance and exits does not reflect recent guidance from the regulator, including the rationale for continued use of monitoring systems and evidence of regular review.

p.4

The effectiveness of leaders and managers: outstanding

Leaders and managers provide staff with the consistent, nurturing support they need to excel in their roles. Staff spoke about the exceptionally high quality of supervision and continuous professional development available. Staff value not only the support of their managers but also the access they get to additional clinical support. This enables them to reflect on their work and develop a deep understanding of the emotional and psychological impact of trauma on children.

p.4

The effectiveness of leaders and managers: outstanding

Leaders and managers place children’s views at the heart of service development. Children are consulted in staff appraisals. Children also give feedback about potential new staff members when they take part in trial shifts as part of the recruitment process. Their feedback assists the organisation in the effective recruitment of good-quality staff. Children have an active role in the review of the service development plans. Staff also ensure that children are regularly consulted so that they can voice any questions or concerns about practice.

p.4

The effectiveness of leaders and managers: outstanding

Children’s complaints are dealt with well. Staff focus on not dominating discussions when children want to challenge. They ensure they are always led by the children’s views and allow them to express their views clearly. When children raise any issues, the registered manager makes sure that they receive frequent feedback and are happy with the way they are representing themselves and being represented by the Inspection report children’s home: SC028526 5 team. This is especially true when advocating for children in reviews and external meetings.

p.4

The effectiveness of leaders and managers: outstanding

Leaders and managers have a clear vision for the continuous improvement of the home. Staff are clearly motivated and inspired by this to deliver their best at all times. Morale is high and staff speak with passion and pride about their achievements as a team.

p.5

The effectiveness of leaders and managers: outstanding

Recommendations raised at the previous full inspection in July 2019 were reviewed and judged to have been met. This has led to improvements in the quality of décor and maintenance at the front of the buildings, strong compliance with mandatory training, and effective pre-placement planning for children. Inspection report children’s home: SC028526 6
