The home is owned and run by a local authority. It is registered to provide care and accommodation for up to 15 children with learning disabilities.
p.1
Information about this children’s home
The provider has indicated they want to vary the condition of registration to provide care and accommodation for one child. However, this request is yet to be submitted to Ofsted.
p.1
Information about this children’s home
There is a new acting manager in post. He is yet to register with Ofsted.
p.1
Information about this children’s home
Due to COVID-19 (coronavirus), at the request of the Secretary of State, we suspended all routine inspections of social care providers on 17 March 2020.
p.1
Information about this children’s home
A full inspection was undertaken on 27 May 2021. The findings from this inspection confirmed that leaders and managers had not been effective in making and sustaining improvements over time. This resulted in children receiving inadequate care and having poor experiences, with some children not making any progress. The registered provider was issued with enforcement action and requirements to improve.
p.1
Information about this children’s home
A further monitoring visit was undertaken on the 15 July 2021. Serious shortfalls were identified relating to safeguarding practice and management oversight. This led to an emergency suspension notice being issued.
p.1
This monitoring visit
On 13 August 2021, the provider contacted Ofsted to request that the emergency suspension notice is reviewed before the outlined expiry date. This is because the provider has admitted a child on the direction of the court. The court directed that the child was moved to a home with a specialist 24-hour clinical support package due to their complex needs and vulnerabilities. Inspection report for children’s home - monitoring visit: SC472977 2 The purpose of this visit was to monitor the steps taken by the provider to address the shortfalls identified in the emergency suspension notice. A tour of the site and discussions with the head of service confirmed that one child was living in the home.
p.1
This monitoring visit
The inspector found that an action plan is in place to address the shortfalls found at the previous visits. Leaders and managers are monitoring this plan and some progress has been made with respect to the matters identified in the emergency suspension notice.
p.2
This monitoring visit
Since the last monitoring visit, the interim manager has been appointed and is applying for his registration. He is an experienced manager and has an appropriate management qualification. The acting manager is supported by a new head of service; together, they have a clear vision for the future of the home.
p.2
This monitoring visit
The child is supported by a large team of staff and experienced clinicians. The staff are resilient and work together to make sure there is a consistent approach when the child struggles to regulate her emotions. As a result, the child is less anxious and has begun to settle into a new environment.
p.2
This monitoring visit
The staff team understands the individual needs of the child. Good routines provide the child with the support and structure she needs to feel settled and less anxious.
p.2
This monitoring visit
Risk management plans have been developed by the clinical team and are updated daily by staff. This helps staff to manage and reduce the child’s risky behaviours. The manager is working on developing additional behaviour management and support plans to further strengthen how staff can support the child.
p.2
This monitoring visit
Multi-agency ‘huddle’ meetings take place daily. These help to build positive working relationships between key agencies. As a result of good partnership working, the child’s individual needs are being addressed.
p.2
This monitoring visit
The notice to suspend the registration of this home can now be lifted. The provider has demonstrated sufficient improvement to address the shortfalls identified in the emergency suspension notice. However, the compliance notices under regulations 12 13, 14 and 35 will remain in place so that the provider can embed their improvement plan.
p.2
This monitoring visit
Ofsted will conduct a further monitoring visit to review the reissued compliance notices. Inspection report for children’s home - monitoring visit: SC472977 3
