Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This is a privately owned children’s home. It is registered to provide care and accommodation for up to four children with emotional and/or behavioural difficulties. The home does not currently have a permanent manager in post.
p.1
This monitoring visit
Children and staff have not experienced consistent management since the registered manager left in November 2020. There have been four managers covering this role in the intervening period. A new manager has recently been appointed but has not yet started.
p.1
This monitoring visit
Staff retention is poor. Consequently, children have not experienced care from a consistent staff team for some time. This may mean that children suffer loss when staff leave and may struggle to build trusting relationships with new staff. Most staff are new to the home. Some of these staff are inexperienced.
p.1
This monitoring visit
Staff have not been professionally curious. This has meant that early signs of exploitation of a child have not been identified or fully acted on. For example, a child with a history of criminal exploitation was regularly taken by staff to a village train station. Staff did not fully explore the reasons for this until challenged by a more experienced member of staff, who recognised the train station as a potential risk factor.
p.1
This monitoring visit
A serious incident led to a child having to be moved from the home. The manager and responsible individual have not investigated this incident. The lack of investigation prevents the manager and staff from learning valuable lessons which could help staff develop their safeguarding practice. Inspection report for children's home - monitoring visit: 1247144 2 Children have been admitted to this home in the absence of a registered and consistent manager. Additionally, the staff are relatively new and inexperienced. This can prevent children from settling into the home and developing key relationships with those caring for them. This can hamper children’s progress.
p.1
This monitoring visit
One child regularly goes missing from this home, including going missing during the night. Security cameras are in operation and monitor the outside of the house. However, some staff switch them off overnight. This prevents the staff from monitoring the children, especially those who may be at increased risk of going missing. Furthermore, vital information about how and when the child left the home and the clothing she was wearing could be lost. The is fitted with operational door alarms, which help to mitigate this risk.
p.2
This monitoring visit
The staff are working closely with a child’s placing local authority to implement a plan that supports the child to move to a family. The aim of the plan is to support the move to a family placement and prevent further incidents of the child going missing from the home.
p.2
This monitoring visit
Children who have recently moved into the home are continuing to attend school. Staff support them to maintain their school placements by ensuring they get up on time and taking them to school.
