p.1

The provision is inadequate

Children are not kept safe as the childminder is not meeting the requirements in place to safeguard their welfare. The childminder and her assistant lack understanding of safeguarding. Children are not kept safe on outings due to poor supervision and assessment of risk. Children's health is not supported as the environment is not kept clean or hygienic.

p.2

The provision is inadequate

Activities are not purposeful or suitable for children's needs. This means that children quickly become disengaged and display poor levels of involvement. Children do not make the progress that they should be making.

p.2

The provision is inadequate

Children are not expected to follow instructions. For example, when asked to help tidy away, they move to another area of the room. This is because expectations of what the children can do are too low. Children are not able to access resources to support their learning independently. For example, the childminder positions books high up on the wall and children cannot reach them. Children do not always share well or take turns. Children take part in group activities with the childminder. However, they quickly become distracted as the childminder expects them to sit still for too long. There are not enough opportunities for children to be active to develop their physical skills.

p.2

need to do better?

n The childminder does not ensure that she provides good-quality childcare that meets the requirements. She has not put in place appropriate procedures to safeguard children. The childminder does not make sure that her assistant has a clear understanding of safeguarding. She has failed to notify Ofsted that a household member is now working as an assistant. n The childminder does not plan activities based around children's interests or what they already know. She does not have a good enough understanding of individual children's needs. The childminder does not use assessment precisely enough to build upon children's knowledge and skills in order to help them make good progress. For example, the childminder expects children to complete the same activity regardless of their age or stage of development. This means that activities are not challenging enough for some children but too difficult for others

who do not understand what to do. Therefore, children do not make the progress they should. n The childminder does not understand how young children learn. Most of the time children take part in adult-directed tasks. Children have few opportunities to initiate their own play. For example, younger children show an interest in exploring vehicles in sand. However, the childminder discourages the children and takes the vehicles away from them. This means children are not supported

28 June 2021 to be imaginative or develop their own ideas. n The childminder does not follow good hygiene practices. She says that children all have different hand towels to dry their hands on to prevent cross- contamination. However, children are not sure which towel belongs to them. The hand towels are also not clean. Children comment that the towels are no longer the colour they used to be because they are dirty. The childminder also allows pets to have contact with children's drinks bottles. She then fails to clean the bottles appropriately before children have a drink. This means that children's health is compromised. n The childminder does not keep children safe on outings. She does not supervise children carefully near busy roads. The childminder's risk assessments for outings are not detailed enough. She does not consider how children with special educational needs and/or disabilities (SEND) will be supported

appropriately. n Parents say that they are happy with the care the childminder provides. However, they do not know what their children's next steps are. The childminder does not talk to them about activities they can do to support children's learning at home. Parents say that they have received the required assessments, such as the progress check for two-year-old children. n The childminder does not know how she would like to improve her provision or recognise her weaknesses. She does not reflect on her practice or show a commitment to improving it. The childminder has accessed some training since she registered, such as training about the early years foundation stage curriculum. This has not impacted on the provision she offers children. n Children have some opportunities to find out about the world around them. The childminder plans activities for the children to find out about different celebrations. Children take part in activities about Chinese New Year. The

Safeguarding

The arrangements for safeguarding are not effective.

Safeguarding

Children's safety is compromised. The childminder does not know who to contact if allegations are made against persons living or working on the premises. Her safeguarding policy is not relevant to her provision. The childminder does know the signs and symptoms of abuse. However, her assistant lacks understanding about the signs that indicate concerns about children's welfare. The childminder's risk assessments for outings do not identify hazards and how to manage them effectively. She does not review or update these when required, such as when children with SEND start attending the setting. The childminder has not informed Ofsted that she has an assistant working with her in order to ensure their suitability to work with children.
