Inspection report for children's home - monitoring visit: SC458746 1 SC458746

p.1

Silverlining Childcare Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home provides care for one child who may have experienced disruption in their life and may have social and/or emotional difficulties. It is run by a small private partnership company.

p.1

Information about this children’s home

The home has been without a registered manager since September 2018.

p.1

This monitoring visit

On 20 and 21 October 2020, Ofsted undertook an assurance visit. The visit identified widespread and serious concerns. As a result, a notice of suspension was issued. Ofsted carried out monitoring visits on 4 December 2020 and 11 January 2021.

p.1

This monitoring visit

Following the monitoring visit on 11 January 2021, the notice of suspension was lifted and a notice of variation to the home’s registration was issued. This reduced the number of children that the home can accommodate from four children to one child.

p.1

This monitoring visit

On 25 February 2021, a notice of decision to cancel the registration of the home was issued. The provider is appealing this decision.

p.1

This monitoring visit

Monitoring visits were carried out on 2 March 2021 and 13 April 2021. On 14 April 2021, a notice of suspension was issued. A further monitoring visit was completed 27 May 2021.

p.1

This monitoring visit

The purpose of this visit was to review the provider’s adherence to the suspension notice and to consider the progress made since the last visit. Inspection report for children's home - monitoring visit: SC458746 2 The suspension notice has been adhered to and there are no children currently living in the home. Of the eight requirements raised, none have been reviewed as part of this visit as they have not yet exceeded their expiry date.

p.1

This monitoring visit

The home has been without a registered manager since September 2018. Currently, there is no manager appointed to the home. There are no clear timescales for when a manager will be appointed. Currently the responsible individual is in day-to-day charge of the home.

p.2

This monitoring visit

The responsible individual’s oversight of the home has been poor. This contributes to the continued concerns about her ability to supervise the management of this home. The recently recruited operations manager has not had a positive impact on the effectiveness of the leadership team. As a result, limited progress has been made since Ofsted’s last visit, and two new requirements have been raised.

p.2

This monitoring visit

Staff are not clear about their roles and responsibilities. For example, the previous manager, who is now appointed as a residential care worker, is unclear on his role in the home. As a result, he has completed supervision for staff, despite this not being his role. This means that lines of accountability are blurred.

p.2

This monitoring visit

An assessment of the safety of the home has not been completed. This means that there is a lack of clarity about the required monitoring of health and safety within the home. Managers have not taken action to ensure that the home is a safe place for children to live.
