Overall effectiveness Inadequate

The quality of education Inadequate Behaviour and attitudes Inadequate Personal development Inadequate Leadership and management Inadequate Overall effectiveness at previous inspection Inadequate

p.1

The provision is inadequate

Children spend very little time engaged in purposeful play. Younger children continually flit between activities, which disrupts other children. Older children struggle to maintain their concentration or focus and quickly become distracted. For example, they are keen to listen to a story but disengage due to the constant interruptions. Children rarely build on their existing knowledge and learn any new skills. They sometimes show exasperation or ignore the childminder when she continually asks them to name colours they already know.

p.2

The provision is inadequate

Children do not manage their own care skills because they are not given the opportunity to do so. They do not always appear to understand instructions, which goes unnoticed by the childminder. Children generally behave well. However, they sometimes struggle to understand the expectations because the childminder does not explain what she wants them to do. Furthermore, during some activities, children find it difficult to use the resources as the childminder restricts them to a very small area. Children show that they feel secure with the childminder and are comfortable in her presence and of the other children.

p.2

need to do better?

n This is the third consecutive inspection where the childminder has failed to meet the requirements of the early years foundation stage. There are repeat breaches of requirements with regards to safeguarding children and supporting children's learning and development. Although the childminder has undertaken a range of training events since the last inspection, she is not using this information to influence her practice. She fails to identify weaknesses, particularly in her teaching. The childminder does not demonstrate that she has the knowledge and skills to improve and meet the requirements. n The arrangements for safeguarding children are not effective. The childminder does not have a suitable understanding of the procedures to follow if there are any child protection concerns. Furthermore, she has failed to notify Ofsted of a change to her circumstances. n Assessment of children's stage of development is weak. The childminder does

not use her observations of children to assess what they are capable of and what they need to learn next. She fails to identify where children need particular support with aspects of their development. Her plans for what they should learn next are too narrow and mainly focus on children's physical development, with no consideration for their broader development. The childminder does not find out about children's prior experiences so that she can provide opportunities that they may not have had. n Support for learning is poor. During her interactions with children, the childminder is largely focused on children naming colours, whether this is

2 June 2021 relevant or appropriate for them or not. She misses many opportunities to support other aspects of learning, such as mathematics and communication and language. n The childminder does not support children's understanding of her expectations for their behaviour. She regularly tells children what not to do, such as throwing their paper towel on the floor, without explaining why or what they should be doing. When children make a gesture to get her attention, such as throwing a book in the air, she tells them not to without any further consideration for why they do this. n The childminder does not understand the requirements for the progress check at age two. As a result, she has failed to provide a review of children's progress or share this information with parents, carers and other relevant professionals. n The childminder does not organise the premises and equipment to support children's learning and meet their needs. Children eat their meals and participate

in table activities, such as colouring, on a footstool. Younger children in particular find this extremely difficult to manage as there is very limited space. n Children show that they are confident around others, including visitors. They enjoy healthy options at mealtimes. The childminder promotes effective hygiene practice, for example, when changing children's nappies. n The childminder shares appropriate information with parents and carers. She informs them of what children have been doing. She encourages parents and carers to tell her when their children develop new skills or knowledge, but does not use this information to support children's next steps.

p.3

Safeguarding

The arrangements for safeguarding are not effective.

p.3

Safeguarding

The childminder does not ensure that children are safeguarded. She makes no attempts to find out why children do not arrive when they are expected. She does not have an appropriate understanding of how to manage child protection concerns or which agencies she should report her concerns to. She does not understand her responsibility to inform Ofsted of any changes to her circumstances. The childminder carries out an appropriate risk assessment for the premises, including the garden, to minimise all hazards. She maintains appropriate accident and medication records.
