Information about this children’s home

Due to COVID-19 (coronavirus), at the request of the Secretary of State, we suspended all routine inspections of social care providers on 17 March 2020.

p.1

Information about this children’s home

We last visited this setting on 4 March 2021 to carry out a monitoring visit. The report is published on our website.

p.1

This monitoring visit

This home received a monitoring visit on 4 March 2021. The inspector found breaches of regulation that affected the well-being of children. Ofsted issued two compliance notices at that time. These were in relation to the monitoring of the home by the registered manager and to providing staff with relevant training to enable them to meet children’s needs. Ofsted also made five further requirements. Two of these requirements were repeated from a monitoring visit in November 2020, as the inspector did not have the opportunity to review these during the monitoring visit in March 2021. Currently, five children are living in the home.

p.1

This monitoring visit

The purpose of this visit was to monitor the progress made in respect of the two compliance notices that were issued in March 2021 and to consider the provider’s actions to address the additional five regulatory breaches. Leaders and managers have taken insufficient action to meet the compliance notices and one of the requirements. Ofsted has raised a further requirement as a result of this visit. Inspection report for children’s home - monitoring visit: SC455864 2 Staff have completed some training to help them to understand the impact of trauma on children. However, this training has been minimal. This learning has not been reinforced or underpinned, for example through discussion in supervision sessions and team meetings. Consequently, staff do not manage violent or unacceptable behaviours effectively or consistently. They do not take into account the children’s ability to understand what is happening. Children are not yet cared for

p.1

This monitoring visit

by adults who understand their experiences of trauma and who use this knowledge to respond to their difficulties effectively. As a result, the compliance notice previously made is reissued.

p.2

This monitoring visit

The registered manager’s monitoring of the home remains ineffective. Oversight continues to focus on data and there is little evaluation of the impact of the quality of care on children. The registered manager does not analyse and respond to patterns of behaviour. Consequently, care planning for children is based around specific issues rather than meeting their overall needs. The compliance notice previously made has been reissued.

p.2

This monitoring visit

Ineffective planning means that children do not always move on from the home successfully. Care plans for children do not consistently reflect their individual needs or take account of how these needs change as children grow up. As a result, some children leave the home suddenly, even when they have lived there for several years. Such outcomes have a negative effect on children’s self-worth.

p.2

This monitoring visit

The quality of the oversight of physical restraint records is poor. The registered manager and senior staff do not consistently evaluate the effectiveness of these interventions. They do not ensure that these records are fully completed within timescales, include debriefs with staff and discussions with children. When they do, their oversight is not always accurate. The registered manager’s monitoring of these incidents does not place children at the centre of practice. This means that leaders and managers do not recognise when staff practice must change to ensure that children’s needs are met.

p.2

This monitoring visit

There are some improvements in the registered manager’s leadership of the home. All new staff now have their employment references verified before they begin work. All staff, including those who usually work at night, have regular supervision of their practice. As a result, children are cared for by staff who are being helped to be safer and more effective carers.

p.2

This monitoring visit

Children’s relationships with staff and with each other are generally positive. These relationships help them to enjoy living in the home. Furthermore, children can now go into the kitchen freely and the registered manager is taking other steps to make the home more homely.

p.2

This monitoring visit

Children continue to attend school regularly and benefit socially as well as academically from this routine and structure. With the relaxation of COVID-19 restrictions, children are attending more activities, including those in the local Inspection report for children’s home - monitoring visit: SC455864 3 community. Children feel strongly that this is their home. This helps them to develop a sense of identity.
