Summary of outcome
Her Majesty's Chief Inspector of Education, Children's Services and Skills is leading Ofsted's work into how regulated early years and childcare providers in England have delivered child- centred practice and care, within the context of the restrictions placed on society during the COVID-19 (coronavirus) pandemic.
p.1
Summary of outcome
All early years providers must meet the legal requirements in the Statutory framework for the early years foundation stage. If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right.
p.1
Summary of outcome
On 23 March 2021, we received concerns that the provider was not meeting some of these requirements.
p.1
Summary of outcome
On 24 March 2021, we carried out a regulatory telephone call. We found the provider was not meeting some of the requirements. We served a welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. Actions needed by 15 April 2021:
p.1
Summary of outcome
-demonstrate that you have, and implement a policy, and procedures, to safeguard children. These should be in line with the guidance and procedures of the relevant Local Safeguarding Children Partnership (LSCP). The safeguarding policy and procedures must include an explanation of the action to be taken when there are safeguarding concerns about a child
p.1
Summary of outcome
-increase your knowledge and understanding of child protection issues, for example, by attending a child protection training course, that enables you to identify, understand and respond appropriately to signs of possible abuse and neglect in a timely manner.
p.1
Summary of outcome
We will monitor the provider's response to ensure the actions are successfully completed.
p.1
Summary of outcome
We suspended the provider's registration because we believe children may be at risk of harm. Suspension allows time for the provider to take steps to reduce or eliminate the risk of harm to children. The provider has a right to appeal against a suspension. The provider may not provide childcare for which registration is required while the suspension is in place and may commit an offence if they do so.
p.1
Summary of outcome
We attempted to visit the provider on 16 and 26 April 2021 but they were unavailable. We revisited on 10 May 2021. We found that the provider had taken appropriate action to ensure their safeguarding children policy and procedures are in line with the guidance and procedures of the relevant LSCP.
p.1
Summary of outcome
The provider also completed an online safeguarding children course; however, they did not demonstrate that their knowledge and understanding of child protection issues had increase to an acceptable level. Therefore, we have re-issued the welfare requirement in relation to that.
p.2
Summary of outcome
Additionally, during the visit on 10 May 2021, we found new areas of concern. This means that the provider was not meeting other requirements as set out in the Statutory framework for the early years foundation stage (EYFS). In relation to the new areas of concern, we served a welfare requirements notice on 12 May 2021. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this. Actions needed by 31 May 2021:
p.2
Summary of outcome
-increase your knowledge and understanding of child protection issues, including your own policies and procedures. For example, by attending a child protection training course, that enables you to identify, understand and respond appropriately to signs of possible abuse and neglect in a timely manner. Take advice from the LSCP or local authority on appropriate training courses
p.2
Summary of outcome
-ensure that records relating to individual children are retained for a reasonable period of time after they have left the provision, particularly where there have been concerns about a child's welfare
p.2
Summary of outcome
-improve your knowledge to help you understand and implement the EYFS effectively, including an understanding of the changes that must be notified to Ofsted
p.2
Summary of outcome
-take all reasonable steps to ensure children in your care are not exposed to risks and demonstrate how you are managing risks in relation to the stair carpet and bannister rails
p.2
Summary of outcome
-promote the good health of children attending the setting and take necessary steps to prevent the spread of infection, for example, by ensuring that all household members fully comply with government guidelines relating to social distancing.
p.2
Summary of outcome
Before we could monitor the action taken by the provider they resigned their registration. The provider is no longer registered with Ofsted.
p.2
Publication of complaints
We publish details of complaints made against childminders, home childcarers and childcare providers where we or the provider have taken action in order to meet legal requirements. We publish details of complaints on our website for a period of five years.
