Inspection report for children’s home – monitoring visit: SC068261 1 SC068261

p.1

Mangrove Care Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This privately owned home provides care and accommodation for up to four children with a variety of complex needs.

p.1

Information about this children’s home

The home is run by a suitable manager who is registered with Ofsted.

p.1

This monitoring visit

This home has not been inspected since 23 July 2019, when it received a good judgement. Ofsted has suspended assurance visits due to the third national lockdown in response to the COVID-19 (coronavirus) pandemic, and is undertaking monitoring inspections when needed.

p.1

This monitoring visit

This monitoring inspection was undertaken to monitor children’s welfare after Ofsted received safeguarding notifications that raised concerns about incidents which have occurred in the home. There are two children living at the home. The inspector visited the home to conduct this monitoring visit.

p.1

This monitoring visit

Children say that they feel safe and happy. Managers keep children at the heart of all they do. Managers are ambitious for the children and this ethos is spread across the entire staff team. Children form trusting relationships with staff who they can speak to if they are worried. This means that children feel listened to and confident about raising ideas and concerns.

p.1

This monitoring visit

Staff recognise and understand children’s complex needs. They monitor children’s emotional health and seek professional input when required, such as from the child and adolescent mental health services. Children have access to specialist help swiftly when needed. This multidisciplinary approach ensures that children’s health needs are identified and met effectively. Inspection report for children’s home – monitoring visit: SC068261 2 Children benefit from consistent boundaries and expectations. There is a clear behaviour management policy that provides guidance for staff to ensure that appropriate behaviour is promoted. Staff help children to understand the effect of their behaviour on themselves and others. This positive practice, along with the ability of staff to de-escalate situations, means that there are few incidents in the home.

p.1

This monitoring visit

Staff receive appropriate induction and supervision from managers. However, staff do not receive the training that they require to provide safe, effective care for the children who live in the home. For example, even though the children who live in the home have a history of self-harm and of going missing from care, staff have not received specific training in how to respond to these types of situation. This leaves staff without the essential skills and knowledge for their roles in safeguarding children.

p.2

This monitoring visit

Staff develop good working relationships with partner agencies. However, managers did not provide sufficient challenge when a placing authority failed to take the necessary steps to ensure a child’s safety. When one child, who no longer lives in the home, was repeatedly going missing, the registered manager failed to challenge the placing authority’s assessment and management of the risk that the child experienced. As a result, the child was potentially at increased risk of harm.
