p.1

This monitoring visit

The visit was conducted following a complaint raised with Ofsted by a resident family, which included a number of safeguarding concerns. The visit combined on- site and remote inspection activities. On-site activities included a discussion with the deputy manager and with three of the families, a tour of the ground floor and a review of records. The remote activities included discussions with the registered manager and a further review of records.

p.1

This monitoring visit

At this visit, no serious concerns were identified.

p.1

This monitoring visit

The management team has made sure that the staff follow clear procedures to protect families and staff from the COVID-19 (coronavirus) pandemic. Families who were required to shield have been supported well by the staff.

p.1

This monitoring visit

The house is well located and provides enough space for communal living. Families benefit from individual kitchens and good-sized bedrooms that offer privacy and space. The garden is well kept and provides a pleasant extension of the house. The staff have limited the number of people allowed in communal living areas and Inspection report for residential family centre - monitoring visit: Hazeldene 2 provided an alternative communal room. This is to reduce the risk of cross-infection during the pandemic.

p.1

This monitoring visit

An allegation made in regard to a member of staff has not been properly investigated. Despite the safeguarding nature of the concern, this has not been notified to Ofsted and has not been investigated thoroughly. The management team has failed to follow the safeguarding procedure in dealing with this allegation, which could potentially place a child at risk.

p.2

This monitoring visit

The manager provides effective leadership and support to the staff. Supervision explores practice issues and leads to performance management support when required. This helps identify when the staff need support.

p.2

This monitoring visit

The manager provides ample opportunities for families to raise concerns and contribute to the daily household routines. Family forum meetings routinely cover the management of sharing communal areas during the periods of the COVID-19 lockdown restrictions.

p.2

This monitoring visit

The records and assessments are clear and shared openly with families. These records show clearly when concerns are raised and discussed, the nature of the concerns and how families are supported to address them. Midway parenting assessments indicate likely assessment outcomes and balance positive observations with any emerging concerns. This gives the families a chance to discuss and address any issues.

p.2

This monitoring visit

The risk assessments indicate known risks and detail clear strategies to mitigate these. The regular observation records evidence the work undertaken by the staff to make the risk assessments work and safeguard the children.

p.2

This monitoring visit

Observation and surveillance are conducted on a risk-category basis and are balanced with the family’s privacy and court instructions. This provides effective safeguards for the children.

p.2

This monitoring visit

At this visit, two further requirements have been raised. The manager has met the two requirements and one recommendation raised at the last inspection. The remaining recommendation regarding training was not looked at during the visit and is restated. Inspection report for residential family centre - monitoring visit: Hazeldene 3
