Inspection report for children's home - monitoring visit: 1258463 1

p.1

Moonreach Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home provides care for one child who has emotional and/or behavioural difficulties.

p.1

Information about this children’s home

The manager is not currently registered and there has been no registered manager at this home since March 2019.

p.1

This monitoring visit

This visit took place in response to concerns arising from the length of time without a registered manager and whether the independent visitor has been speaking to children and staff. The purpose of the visit was to understand the management arrangements in place, the role of the independent visitor, and to review the progress made since the home’s interim inspection in December 2019. Due to the COVID-19 (coronavirus) pandemic, this inspection took place off site through a combination of telephone discussions and the reviewing of documents.

p.1

This monitoring visit

At the previous inspection, a requirement was made to ensure that all employees receive practice-related supervision by a person with appropriate experience. The manager has put in place arrangements that ensure that all staff receive supervision from the manager. Staff now can reflect on their practice and how this could be improved to benefit the child’s experiences. Staff have been able to discuss training needs and reflect on the emotional needs of the child. As a result, this requirement has been met.

p.1

This monitoring visit

Two further recommendations were made at the previous inspection. These related to the recording of incidents within a 24-hour period and supplying Ofsted with a copy of the quality of care report within 28 days of completion. The manager has taken action to address these deficits. Inspection report for children's home - monitoring visit: 1258463 2 Risk assessments and behaviour management plans are clear and easy to follow. These documents are updated after each incident. For example, the manager is quick to respond to incidents and ensures that the measure is reviewed and responded to in a timely manner. Where there is learning from incidents, plans are reviewed, and strategies put in place. This ensures that all learning is acted on quickly and the child remains safe.

p.1

This monitoring visit

The manager has failed to apply to register within a reasonable timescale. This means that the suitability and competence of the manager have not been formally assessed, as required, by Ofsted. This has also meant that the home is unable to offer a high-quality service as set out in their statement of purpose and is not compliant with The Care Standards Act 2000.

p.2

This monitoring visit

The child does not currently have access to an advocate. The manager has previously offered the opportunity for the child to have an advocate, which was declined, but this has not been offered since. This may lead to the child not having access to appropriate support when necessary.

p.2

This monitoring visit

Regulation 44 visits occur every month. These visits include observations and feedback from the child. The independent visitor seeks feedback from parents and professionals on alternate months. Although feedback from professionals is not given frequently, the manager challenges this with the local authority.

p.2

This monitoring visit

The child benefits from a consistent staff team who understands the child’s needs. This enables the child to feel safe and secure within their home.

p.2

This monitoring visit

The manager and staff have been proactive in engaging the child in social activities away from the home. Although the impact of COVID-19 has meant that opportunities for social activities are limited, staff have been creative in planning activities linked to life skills to support the child to make progress.

p.2

This monitoring visit

Restrictions during COVID-19 have halted progress in some staff’s completion of the level 3 diploma which requires face-to-face observations. There are clear timescales in place for completion. However, this relies heavily on the easing of national lockdown restrictions. The manager is making appropriate attempts to move this to virtual observations in the interim.

p.2

This monitoring visit

Feedback from a parent is positive. When asked about the progress their child has made, the parent responded: ‘[The child is] settled. It’s amazing how far [the child] has come and I want to thank the home for what they’ve done.’ Inspection report for children's home - monitoring visit: 1258463 3
