p.1
This monitoring visit
The service has been registered since April 2020. A full inspection has not taken place during the COVID-19 (coronavirus) pandemic. This visit was undertaken to assess whether children living at this service are safe. This is because concerns have been raised with Ofsted about aspects of the service being provided to families.
p.1
This monitoring visit
The staff interviewed explained that they receive regular supervision and feel well supported by the management team. Suitable staffing levels are provided to the 10 families in residence. This enables the staff to provide the oversight, supervision and support to families during their assessment.
p.1
This monitoring visit
The staff employed have the relevant experience in working with vulnerable families or children. Staff undertake induction training which covers the essential training in child safety, attachment and parenting. Most staff have a level 3 qualification or above. In addition, new social workers have recently been employed or have joined the team from other services. This ensures that there are enough trained and qualified staff to undertake parenting assessments. Inspection report for residential family centre - monitoring visit: Foundations Carlton 2 Staff are aware of the support and monitoring required for each family. Records demonstrate that parents are monitored to ensure that they are caring for their children safely. This is detailed in observation and daily log records.
p.1
This monitoring visit
Residential support staff undertake parenting skills key-work sessions, and social workers carry out specific work on identified areas with parents. The quality of the key work sessions sampled are a good standard. However, this direct work is not always undertaken at the frequency set by the service. This could reduce the evidence of the parents’ ability to continue to care for and safeguard their children. Furthermore, this shortfall could negatively have an impact on the quality of the parenting assessment undertaken.
p.2
This monitoring visit
Action has been taken to address shortfalls previously detected in the environment. The service now has fence to separate the car park area from the garden. There is a storage facility for the prams. The entrance carpet is in good repair. This improves the facilities provided to parents and children. Inspection report for residential family centre - monitoring visit: Foundations Carlton 3

Recommendations
The registered person should ensure that the overall number, competence and deployment of staff, both as a staff group and on individual shifts, can fulfil the centre's statement of purpose and meet the individual needs of all the parents and children resident at the centre. In particular, ensure that there are sufficient staff to limit the number of long shifts being worked by individuals. This is to make sure that staff’s well-being is promoted and the continuity of care and support to children and families. The appointment of an ancillary staff support should be given serious consideration for cleaning communal areas internally and externally, when the service is near to full capacity and taking the additional demands for the heightened hygiene rules during the COVID-19 pandemic. (National minimum standard, 15.1) The registered person should ensure that the centre provides a comfortable and homely environment and is well maintained and decorated. Avoidable hazards are

removed as is consistent with a domestic setting. Risk reduction does not lead to an institutional feel. In particular, ensure that all kitchen cupboard safety catches are working correctly.(National minimum standard, 11.2) The registered person should ensure that the centre implements an effective policy that clarifies the purpose, format and content of information to be kept on the registered person's files and information to be kept on the parents' and children's files. Records may be kept in electronic form, provided the information is capable of being reproduced in a legible form. In particular, ensure that the stipulated number of weekly social work sessions and key-work sessions are undertaken and recorded. This is to further evidence that a full and good-quality parenting assessment has been undertaken. (National minimum standard, 20.1)
