Inspection report for children’s home - monitoring visit: SC361090 1 SC361090
p.1
Tulip Care One Limited t/a TulipCare
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is owned and run by a private organisation. It provides care and accommodation for up to five girls who have experienced trauma. The manager was registered with Ofsted in August 2017.
p.1
This monitoring visit
This monitoring visit took place due to the length of time since the last inspection. The home was last inspected in August 2019, and judged to be good, with two requirements and one recommendation made. The visit was undertaken remotely, in line with COVID-19 (coronavirus) risk management strategies.
p.1
This monitoring visit
The inspectors requested a range of documents as part of the monitoring visit. These were provided in a secure way to enable the inspectors to analyse the information. The responsible individual and the registered manager were present during the inspection and were spoken to via video calls.
p.1
This monitoring visit
Children are continuing to make progress. Staff have clearly identified and recorded where children have developed in relation to their starting points. Comments from social workers also echo this. Children speak positively of their experiences and of their relationships with the staff. One child described the staff as ‘being like my family’.
p.1
This monitoring visit
The children are offered a wide variety of activities. The staff have been creative in their approach to keeping the children occupied during the restrictions. As a result, the children continue to engage in meaningful and enriching activities.
p.1
This monitoring visit
Allegations are well managed and quickly responded to. The immediate actions taken by leaders and staff help to keep the children safe. However, on one occasion a serious incident occurred in public where a member of the public called the police due to concerns around the behaviour management of a child. The police conducted Inspection report for children’s home - monitoring visit: SC361090 2 a vehicle stop and followed the vehicle to the home to check the child’s welfare. Despite advice from the independent visitor, the staff failed to notify Ofsted. This prevented Ofsted from being able to take action to review this incident.
p.1
This monitoring visit
Leaders’ and managers’ response to COVID-19 has been thorough. The staff report being well supported, with reasonable adjustments made in response to the pandemic. Personal protective equipment has been provided, and the staff have been supported with transport to and from work to further reduce the risk of infection. As a result, there has been minimal impact on the continuity of care to children.
p.2
This monitoring visit
The two requirements made at the full inspection regarding monitoring and review have not been met. The provider did not submit the required reviews. The reports were made available during the inspection. However, they fell short of providing detailed, reflective and analytical accounts of the preceding 18-month period. Alongside this, not all recommendations made by the independent visitor have been actioned. This is a missed opportunity for the provider to demonstrate their progress and continued development. This is a continuing shortfall and demonstrates that there are some systemic failures in the home’s leadership and management systems.
p.2
This monitoring visit
Staff training has been maintained using virtual sessions for some elements. However, three staff working at the home are not yet suitably qualified within the required timescale. Although there have been some difficulties with external course providers, there are also periods of drift. As a result, the children are being cared for by some staff who do not hold the required qualification.
