Inspection report for children's home - monitoring visit: SC385809 1 SC385809

p.1

Fairways Care (UK) Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is registered to accommodate up to three young people. It also has its own educational facility nearby. The home is operated by a company which is a wholly owned subsidiary of a registered charity. There is no registered manager.

p.1

This monitoring visit

This was an off-site monitoring visit because of COVID-19 (coronavirus) restrictions. The home was last visited on 28 August 2019, when a full inspection was carried out.

p.1

This monitoring visit

This monitoring visit was undertaken to provide reassurance to the regulator about the effectiveness of the arrangements in the home since recent changes to the management team. It also looked at requirements made at the last inspection, in addition to seeking the children’s views about the care they receive.

p.1

This monitoring visit

Discussions were held virtually with the responsible individual, manager, staff and children. Relevant documents were emailed to the inspector and these were considered as part of the visit.

p.1

This monitoring visit

The one previous requirement made at the last inspection required the provider to ensure that the premises are safe. A range of documents were scrutinised showing comprehensive health and safety procedures that allow for timely identification of any concerns. This includes the manager’s monthly checks to monitor staff’s practice. The requirement is met.

p.1

This monitoring visit

The provider has considered and taken action to address the recommendations made at the last inspection. These include aspects of training, recruitment and Inspection report for children's home - monitoring visit: SC385809 2 records relating to return home interviews for children following incidents of going missing.

p.1

This monitoring visit

Training and records relating to incidents of children going missing were looked at during this visit, however, recruitment was not. This will be looked at during the next on-site inspection.

p.2

This monitoring visit

The responsible individual and manager have identified the need to upscale training and work is in progress to address this. They agree that the recording of training needs reviewing. Not all training is recorded on the organisation’s central matrix system. This means that evidence of some bespoke learning is lost as it is not recorded, for example, a bespoke training session provided by a child and adolescent mental health professional, delivered as part of a team meeting. Return home interview records are well maintained and are overseen by the manager. Discussion with the child takes place and any information gained is shared appropriately.

p.2

This monitoring visit

Safeguarding incidents are managed effectively with follow-up and challenge if needed. Appropriate referrals are made to a range of agencies. Individual risks are assessed through good-quality assessments that identify strategies to mitigate the risks. In particular, child sexual exploitation risk assessments are drawn up as a result of multi-agency meetings and guidance.

p.2

This monitoring visit

A change to the management team has been positively embraced by the staff and children. There is a positive open-door culture created where staff confidently suggest changes to the home. Staff stated that this means they feel listened to and valued.

p.2

This monitoring visit

In a response to COVID-19, the staff are working in pods. Although the children understand the need for this to be in place, children feel that the communication between the different staff pods could be improved, to enable consistency of boundaries and messages. The manager confirmed that he will look into this.

p.2

This monitoring visit

The impact of COVID-19 on the care of the children has been minimal. There are strong contingency plans and risk assessments, which are shared with staff and children through meetings.

p.2

This monitoring visit

The home’s statement of purpose is not up to date. In particular, it does not reflect the changes in staffing and staff’s qualifications. It also lacks clarity around what mental health needs the staff can care for.

p.2

This monitoring visit

Children speak positively about the progress they have made, the staff and of the care they receive. They also feel involved in decision-making about their day-to-day lives and their future lives. Inspection report for children's home - monitoring visit: SC385809 3
