Inspection report for children's home - monitoring visit: 2562675 1

p.1

Hazelmont Social Care Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

A private provider operates this home. It provides care and accommodation for up to two children who have experienced childhood instability, resulting in trauma and associated complex behaviours.

p.1

Information about this children’s home

The home has been without a registered manager since 9 November 2020. A new manager has been appointed to the home. He took up the post on 13 January 2021. The new manager has yet to apply to register with Ofsted.

p.1

This monitoring visit

This children’s home has been registered with Ofsted since 15 January 2020 and has yet to have a full inspection because of the COVID-19 (coronavirus) pandemic. Ofsted also suspended assurance visits due to the third national lockdown and is undertaking monitoring visits when needed. This monitoring inspection has been undertaken to monitor children’s welfare at the home. The inspector completed this inspection remotely.

p.1

This monitoring visit

Evidence gathered to inform the remote inspection included discussions with the manager and responsible individual. Records were provided electronically and discussions via telephone were held with staff and the one child living at the home at the time of the visit.

p.1

This monitoring visit

Risk assessments are clear and up to date and are reviewed by staff following significant incidents. Staff understand the risks that children face and are clear about how they need to respond to these risks and help children to remain safe. The child living at the home informed the inspector that she feels safe and is happy at the home.

p.1

This monitoring visit

The manager ensures that children’s plans are regularly reviewed. Plans reflect the Inspection report for children's home - monitoring visit: 2562675 2 ever-changing risks for each child. This enables staff to understand current plans and implement them appropriately.

p.1

This monitoring visit

Children know how to make a complaint. Managers respond swiftly when children raise an issue. Staff receive good information about safeguarding children, through team meetings and additional training. This includes making sure that they are equipped with the tools to manage allegations effectively. This good support enables staff to understand the impact of abuse and neglect and how to respond to keep children safe and protected.

p.2

This monitoring visit

Staff are trained to implement the Playfullnes, Acceptance, Curiosity, Empathy (PACE) model of parenting to support children. However, physical intervention reports fail to show that the agreed therapeutic strategies are used by staff to de- escalate incidents of challenging behaviour. Furthermore, when physical interventions are used to keep children safe, the staff’s recording of these incidents lacks clarity. For example, staff failed to document clearly how a child was held by two staff members and the effectiveness of the interventions. Debriefs are not always completed. This has an impact on the manager’s ability to review the use of such measures of control.

p.2

This monitoring visit

Managers do not ensure that all staff receive supervision in line with the organisation’s supervision policy. Staff members have not received one-to-one supervision for a period of three months. This lack of oversight leaves managers unable to demonstrate how they have supported staff to reflect on and improve their practice to ensure that children receive good-quality and safe care.

p.2

This monitoring visit

In addition to the effects of the COVID-19 pandemic, the home has also been unsettled due to changes in the management arrangements. The original registered manager stepped down from the post in November 2020. Interim management arrangements have been put in place and these arrangements have stabilised the home. The core team of staff has remained stable and a new manager has been appointed. This means that children have not been unduly affected by the changes and continue to receive continuity of care.
