p.1
Cambian Childcare Limited
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
The home is operated by a private company. It is registered to care for one young person who may have emotional and/or behavioural needs.
p.1
Information about this children’s home
The registered manager resigned from this home in February 2020.
p.1
This monitoring visit
A previous monitoring visit took place on 29 December 2020. The visit found that the arrangements for safeguarding children were inadequate. The interim manager and staff were not fully aware of their roles and responsibilities in relation to protecting children, and effective action was not always taken when there was serious concern about a child’s welfare. Furthermore, the interim manager had failed to demonstrate that she was leading and managing the home in a manner that was consistent with the aims outlined in the statement of purpose and which ensured that the care being delivered was meeting the needs and promoting the welfare of those accommodated at the home.
p.1
This monitoring visit
On 2 February 2021, a social care regulatory inspector carried out an unannounced monitoring visit. The purpose of this monitoring visit was to assess the progress made by the home regarding compliance notices issued under section 22A of the Care Standards Act 2000. This related to regulation 12, the protection of children standard, regulation 13, the leadership and management standard and regulation 40, notification of a serious event. At this visit, the inspector found that the provider has taken steps to improve staff responses to all safeguarding concerns and that the management arrangements have significantly improved.
p.1
This monitoring visit
A team meeting took place at which staff roles and responsibilities with regards to safeguarding practices were re-enforced. The interim manager used this meeting as Inspection report for children's home - monitoring visit: SC457183 2 an opportunity to highlight areas that needed to improve in relation to safeguarding and risk assessments. The interim manager has tested staff’s knowledge of safeguarding in individual supervisions. In addition to this, the staff have revisited policies and completed scenarios and quizzes on safeguarding referrals, regulation 40 procedures and behaviour management.
p.1
This monitoring visit
Risk assessments and the child’s behaviour management plan have been amended to show the triggers, strategies and actions for staff to take in the event of an incident. Both documents now cover known and emerging risks, such as knives and weapons. This ensures that the staff understand the risks and the actions that they need to take to safeguard the child and themselves.
p.2
This monitoring visit
Staffing levels were increased and experienced staff from other homes were brought in. In this period, all staff were given training in physical intervention and safeguarding. Team meetings were used as a forum to discuss this training and how to put their learning into practice.
p.2
This monitoring visit
Regulation 40 notifications are now sent in a timely manner to the regulator and give enough detail to show what happened and what action was taken. This ensures that Ofsted has a good overview of any safeguarding issue.
p.2
This monitoring visit
The interim manager has used a management checklist which enables her to routinely monitor, evaluate and analyse the work undertaken by the staff. Daily, weekly and monthly monitoring takes place and has enabled her to identify weaknesses and to take remedial action. As a result, the quality of the records and practice has improved since the last visit.
p.2
This monitoring visit
Care planning and the updating of essential documents require further improvement. For example, the child’s placement plan needs updating with information around the additional staffing being put in place and that notice had been served to the local authority to end his placement. In addition to this, the child’s health plan requires further information around his self-injurious behaviour and how this impacts on his emotional and mental health.
p.2
This monitoring visit
No further enforcement action is planned.
