Cornwall Partnership NHS Foundation Trust

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The service provides short-break care for up to two children each night. Currently, this is limited to one child at a time due to COVID-19 (coronavirus) restrictions. Children who are referred to this service live with their parents. Children have learning disabilities and may also have some ongoing healthcare needs. The service is managed by an NHS foundation trust.

p.1

Information about this children’s home

The registered manager has been in post since May 2013.

p.1

This monitoring visit

This visit was undertaken off-site to evaluate the quality of leadership and management in the home during the COVID-19 pandemic. In undertaking this visit, consideration is given the vulnerability of the children who are cared for and the length of time since a full inspection was possible. A video was used to see the child who was staying at the home during the inspection.

p.1

This monitoring visit

The last inspection took place on 8 and 9 October 2019.

p.1

This monitoring visit

The manager has ensured that the standard of care for children remains high. The staff know the children and their families well and have provided a continuous service throughout the pandemic. The staff are supported effectively, both professionally and personally, and provide a safe and stimulating service to children.

p.1

This monitoring visit

Protocols and practice related directly to COVID-19 are rigorous and effective. The staff know what to do and how to respond to keep the children and themselves safe. The health of children and staff alike has been prioritised but not at the expense of positive experiences for the children when they come to stay. The manager has encouraged more creative and expansive ways to engage the children when traditional activities had to stop. Inspection report for children's home - monitoring visit: SC428956 2 This is a long-established team, and the issue of staff development, when the service consistently runs well, is a constant challenge at the home. Identifying opportunities for staff to develop their practice even further was a recommendation at the last inspection. Some progress has been made but there is still more to do.

p.1

This monitoring visit

On one occasion, staff did not follow safeguarding procedures when a child arrived at the home with an injury. They acted appropriately to make sure that the child was safe and well. However, recording and sharing of information was not thorough enough. The manager must ensure that all staff consider the possibility that these very vulnerable children may be harmed by others and monitor this more effectively.

p.2

This monitoring visit

Core training has been maintained at a level in keeping with restrictions on face-to- face sessions. The registered manager has clear oversight of where training has not been kept up to date and has tested knowledge in other ways.
