p.1

The Serendipity Centre Limited

This is a privately owned home that is registered to care for up to four children with complex behavioural difficulties. The organisation has another registered children’s home in the local area, and operates a registered school.

p.1

The Serendipity Centre Limited

This home has not had a registered manager since 1 November 2018.

p.1

This monitoring visit

At a monitoring inspection visit on 11 August 2020, significant failures were found in the leadership and management of the home. Consequently, a restriction of accommodation notice was served. Two compliance notices under regulation 13 were also issued, as well as five requirements, all with an end date of 20 September 2020.

p.1

This monitoring visit

A further monitoring inspection was conducted on 19 August 2020 to specifically review the admissions process for one child. No immediate concerns arose from that inspection. The requirements and compliance notices were not reviewed on that occasion because the due dates had not passed.

p.1

This monitoring visit

At the following assurance visit on 23 September 2020, the compliance notice in respect of staffing sufficiency was met, as were four of the previous requirements. Consequently, the restriction of accommodation notice was lifted. In response to the second compliance notice, senior leaders provided the inspector with a report that identified the skills and experiences of the staff team. However, the process that informed this audit was unclear. As a result, this compliance notice was reissued.

p.1

This monitoring visit

At a monitoring inspection on 18 November 2020, the inspector found that a review of the knowledge, skills and competencies had been completed for some members of staff, but not all. As a result, the compliance notice in relation to regulation 13 was reissued. The repeated failure of the responsible individual to successfully meet this compliance notice, was of concern. A separate compliance notice was issued in this regard. Inspection report for children’s home – monitoring visit: SC478315 2 At this inspection, the responsible individual demonstrated that all staff have had a review of their skills, experience and training. The information gained from the review has informed the home’s statement of purpose, workforce plan and staff training. Areas of development were discussed in staff’s personal supervisions and action was taken. The responsible individual had oversight of the process. The two compliance notices were deemed to be met.

p.1

This monitoring visit

The requirement made at the previous inspection was also met. A child’s impact risk assessment described all the potential risks posed by a child who had recently moved into the home. The risk to the child from her peers was considered, as well as how she may influence them. The staff have guidance that details strategies and actions to take to protect the children.

p.2

This monitoring visit

The safe storage of confidential information was not looked at during this inspection and will be reviewed at the next inspection. The provider has appointed a general data protection assistant to monitor the storage of confidential information and undertake training with the staff to ensure compliance.
