p.1
New Beginnings Young Peoples Care And Support Services Ltd
Monitoring visit Inspected under the social care common inspection framework
p.1
Information about this children’s home
This is a privately owned children’s home. It is registered to provide care and accommodation for up to two children who may have emotional and/or behavioural difficulties.
p.1
Information about this children’s home
The registered manager’s post is currently vacant. The acting manager has made an application to Ofsted.
p.1
This monitoring visit
This is a newly registered children’s home. The visit was arranged due to an escalation in safeguarding notifications. This is specifically in relation to children going missing from the home. Furthermore, the visit was to establish the management arrangements at the home due to the registered manager leaving the post after the home was registered.
p.1
This monitoring visit
Leaders and managers have failed to demonstrate that they had carefully planned children’s admissions in and through the children’s home. Compatibility assessments do not consistently assess all known risk factors in respect of all children. In particular missing from home incidents.
p.1
This monitoring visit
Since the home opened in June 2020, one child has moved out of the home as the staff were unable to keep them safe. Furthermore, the child did not move on from the home in a planned way. Due to the placement ending quickly staff were not able to prepare her for leaving, both practically and emotionally. A requirement is made to reflect this shortfall. Inspection report for children’s home - monitoring visit: 2554036 2 Although there had been an escalation in safeguarding notifications incidents, this has reduced as one child have moved on from the home. When children do go missing from the home, the acting manager and staff take appropriate action to search for children. Furthermore, staff communicate with the relevant professionals to share information about the children and identify any further actions that may be required.
p.1
This monitoring visit
Staff spoken to as part of the visit understood the children’s current risks. However, the strategies in the child’s risk assessments need to be clearer for staff to follow. For example, the child’s missing-from-home protocol needs to set out clear actions for staff to follow when the child does not return from time out in the community. Furthermore, risk assessments need to set out clear actions for staff to follow if the child returns home under the influence of an unknown substance. A requirement is made to reflect this shortfall.
p.2
This monitoring visit
The acting manager and staff had not ensured that the children’s emotional and psychological needs are consistently met. For example, when children refuse to attend necessary health appointments new strategies are not consistently considered. A requirement is made to reflect this shortfall.
p.2
This monitoring visit
The acting manager had not carefully considered the impact that the quality of care has on the progress and experiences of each child. Although the acting manager has raised concerns to the child’s placing authority about aspects of a child’s care. This was not effective as the child continued to have unrestricted contact with a family member. A requirement is made to reflect this shortfall.
p.2
This monitoring visit
The provider needs to ensure that the home’s statement of purpose is updated and sent to Ofsted as per regulation. A requirement has been made to reflect this shortfall.
p.2
This monitoring visit
During the visit, a child talked positively about the staff caring for him, and the inspector observed positive relationships between the child and staff.
