Inspection report for children’s home - monitoring visit: SC386057 1 SC386057

p.1

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This is a privately owned and run children’s home that accommodates up to two children and/or young people. At the time of this visit, there were no children living at the home.

p.1

Information about this children’s home

The registered manager has not been in the home since September 2020, the acting manager has not yet applied to register with Ofsted.

p.1

Information about this children’s home

The inspector was aware during this visit that a serious incident which had occurred at the setting since the previous inspection was under investigation by the appropriate authorities. While Ofsted does not have the power to investigate incidents of this kind, actions taken by the setting in response to the incidents were considered (where appropriate) alongside other evidence available at the time of the visit to inform the inspector’s judgements.

p.1

This monitoring visit

This visit was undertaken to address specific concerns or allegations received by Ofsted.

p.1

This monitoring visit

The acting manager is usually on shift in the home, which prevents her from having the necessary time to lead and manage the home effectively. This has led to shortfalls in monitoring certain aspects of the home.

p.1

This monitoring visit

Staff explore the emotional needs of children and seek further support and guidance, including challenging other professionals, when these are not in place. The inspector found that extensive work is completed with the children to support their emotional well-being. However, this was not effective for one child and resulted in a move to a different provision. Inspection report for children’s home - monitoring visit: SC386057 2 There has been an increase in significant incidents in the home. However, the staff have clear strategies to follow and have managed these incidents. This has helped to better protect children.

p.1

This monitoring visit

Staff training is not up to date. For example, some staff have not received medication or fire safety training. Furthermore, physical intervention and de- escalation training has been delayed due to the COVID-19 (coronavirus) pandemic. The acting manager has attempted to mitigate this shortfall by facilitating training in emotional well-being. However, gaps remain, which means that staff are not fully supported to develop the skills they need.

p.2

This monitoring visit

Physical intervention has been used on at least two occasions. These have not been recorded or evaluated and no debriefs have taken place for the children or staff involved. This means that the acting manager does not have a system in place to review and evaluate such interventions. This is not safe practice for the children, staff or the acting manager.

p.2

This monitoring visit

External monitoring by an independent visitor to the home has not been effective in helping leaders and managers to identify shortfalls and make improvements. This has recently been addressed by the acting manager and a new independent visitor has been appointed. However, this new arrangement is yet to be embedded in practice.

p.2

This monitoring visit

Ofsted is not informed immediately of significant events in relation to the welfare and protection of the children in the home. This prevents Ofsted from having the necessary oversight in knowing that children are safe and protected.
