Inspection report for children’s home - monitoring visit: SC487794 1 SC487794

p.1

Physis Quantum Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This home is run by a privately owned limited company. It offers care for up to three young people. The home specialises in caring for young people who have been, or are, at high risk of child sexual exploitation. There has not been a registered manager in post since 2 January 2020. A new manager has been appointed to the home. He took up post on 1 August 2020. The new manager has applied to register with Ofsted.

p.1

This monitoring visit

The home was judged good at the last full inspection conducted on 11 and 12 February 2020.

p.1

This monitoring visit

This visit was carried out due to escalating concerns raised from notifications. The visit was carried out on site.

p.1

This monitoring visit

Managers have addressed shortfalls in supervision. As a result, staff now receive supervision that supports their development. In addition, new staff in their induction period receive more frequent supervision as outlined in the home’s statement of purpose. Regular meetings about individual young people enable staff to reflect on incidents that have caused concern. Because of this, staff feel supported by their colleagues and manager and learn from things that happen to improve the quality of care provided to young people.

p.1

This monitoring visit

Managers ensure that they notify Ofsted of significant incidents in a timely way. This means that the regulator can review serious incidents and be assured that appropriate action has been taken. Inspection report for children’s home - monitoring visit: SC487794 2 Improved monitoring systems enable managers to consult effectively with young people when they undertake the six-monthly quality of care review. As a result, young people’s views are considered in the development of the service.

p.1

This monitoring visit

Staff support young people during difficult times and they seek additional support when required. For example, when one young person said she may harm herself, staff sought external medical assistance to help the young person with her emotional needs. This collaborative approach enables young people to receive the required care and support and have their needs met.

p.2

This monitoring visit

Young people say that they feel safe and protected. However, risk assessments are not always reviewed by staff following incidents. For example, a young person’s missing-from-care plan states that there has been no missing-from-home incidents, despite being reported missing from care the previous month. Despite shortfalls in recording, staff are able to identify potential triggers of behaviours and understand what action they should take.

p.2

This monitoring visit

Managers do liaise with young people’s placing authorities to ask for information about young people’s needs and plans. However, improvements in this area have not gone far enough. For example, when a young person had a planned move into the home, managers did not ensure that they received all relevant information before she arrived. Furthermore, when additional information from the placing authority came to light about a young person, managers did not challenge why this information was not made available sooner. As a result, a new young person was not being well matched to those already living at the home. The staff could not meet the young person’s needs and complex behaviour and she moved out shortly after arrival. This was not a positive outcome for the young person. In addition, young people told the inspector that they did not feel safe during this time, but were clear that this has since improved. Shortfalls in care planning do not promote positive

p.2

This monitoring visit

Young people know how to make a complaint. Staff respond swiftly when young people say they are being bullied by their peers at the home. For example, staff undertook targeted work with the young people, which resulted in the young people learning from what they had done and apologising. The outcome was the bullying behaviour stopped and young people felt safer. Staff listen to young people, take their concerns seriously and respond appropriately.

p.2

This monitoring visit

The home’s statement of purpose has not been reviewed and updated despite changes to the management and staffing structure. This means that the statement of purpose does not provide accurate information and may be misleading to those who read it. Inspection report for children’s home - monitoring visit: SC487794 3
