Inspection report for children’s home - monitoring visit: 2570253 1

p.1

Pasture View Nurturing Homes Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This children’s home is privately run. It provides care and accommodation for up to four children with autism spectrum disorder. Additionally, the children may have learning difficulties, challenging behaviour and other conditions, such as attachment disorder, attention deficit hyperactivity disorder (ADHD), epilepsy and dyspraxia.

p.1

This monitoring visit

The home was registered in March 2020. An assurance visit was carried out on 13 and 14 October 2020. At this visit, serious and widespread concerns were identified in relation to the care and protection of children. Two compliance notices were issued in relation to the concerns identified, along with a notice to restrict the home’s accommodation.

p.1

This monitoring visit

This monitoring visit was carried out to consider the two compliance notices and the progress made by the provider in response to the identified concerns.

p.1

This monitoring visit

Risk assessments for children have been reviewed and updated. They now contain clearer details of the known or potential risks posed to or from children.

p.1

This monitoring visit

Behaviour support plans have been reviewed and updated. Staff read and sign to confirm that they understand the contents of each plan. The plans reflect the current needs of each child and how staff should respond to those needs.

p.1

This monitoring visit

A new key-fob system has been installed to external doors at the home. This enables children to be able to enter or leave the property during the day with staff’s consent and support. The doors are locked at night to ensure the safety of children and staff. Inspection report for children’s home - monitoring visit: 2570253 2 Children now have access to all areas of the home and their movement is no longer restricted.

p.1

This monitoring visit

The use of compression techniques has stopped. An occupational therapy assessment has been completed. Alternative and safer strategies to support the children are now in place and being used by staff.

p.2

This monitoring visit

Staff have completed, or are in the process of completing, relevant training. A new training matrix provides a much clearer account of what training has been undertaken or is planned. A new online training provider has been sourced for staff. Feedback from staff is very positive about this training. Leaders and managers are now better able to monitor and track the completion of training by staff.

p.2

This monitoring visit

Most staff have now completed training in the use of restraint and first aid. The provider can confirm that there is at least one first-aid-trained member of staff on each shift. A move to a new restraint model will ensure that all staff use the same methods and will simplify the recording of restraints.

p.2

This monitoring visit

The restriction notice that was put in place following the assurance visit prevented the provider from admitting any further children. It is due to expire on 8 December 2020. Ofsted is now satisfied that that the concerns identified have been largely resolved. It is not Ofsted’s intention to extend the restriction notice.

p.2

This monitoring visit

Not all of the requirements set at the assurance visit were assessed during this monitoring visit. They will be carried over to the next inspection. Inspection report for children’s home - monitoring visit: 2570253 3
