Summary of outcome
Her Majesty's Chief Inspector of Education, Children's Services and Skills is leading Ofsted's work into how regulated early years and childcare providers in England have delivered child- centred practice and care, within the context of the restrictions placed on society during the COVID-19 (coronavirus) pandemic.
p.1
Summary of outcome
All early years providers must meet the legal requirements in the Statutory framework for the early years foundation stage . If we find that a provider is not meeting the requirements, we can take action to ensure they put matters right.
p.1
Summary of outcome
On 4 June 2019, we carried out an inspection and found the provider was not meeting some of these requirements. The overall effectiveness of the provision was judged to be requires improvement. The inspection report sets out the actions the provider was required to take to meet the requirements.
p.1
Summary of outcome
On 16 November 2020, while routine inspections were suspended, we carried out an interim visit. The focus of the visit was to check whether the provider had met the safeguarding and welfare actions, raised at their last inspection.
p.1
Summary of outcome
We found the provider had met some of the safeguarding and welfare actions but not others. The provider has a detailed action plan and was able to demonstrate how some improvements have been made and the impact of these improvements. For example, she has ensured that all children benefit from a key person who ensures their individual needs are met. She has appointed a deputy manager who is capable to take the lead in her absence. The provider has supported the deputy manager and has provided coaching and mentoring to develop her confidence, knowledge and skills to equip her for the role. However, the provider has not extended the same level of support to all staff. Although the deputy manager has undertaken self-directed learning through access to training, this is not applicable for all staff. The provider has not ensured all staff have completed training that has been identified for them. She has not considered how to support staff to consistently

undertake training and professional development opportunities to raise the overall quality of the provision.
p.1
Summary of outcome
Additionally, during the visit, we found new areas of concern. This means that the provider was not meeting other requirements as set out in the Statutory framework for the early years foundation stage. We found that new staff have not received a rigorous induction to ensure they are confident in their role. Weaknesses in new staff's safeguarding knowledge are apparent. They are unclear of who they would report to if they have concerns about a child and lack knowledge of the local safeguarding reporting procedures.
p.1
Summary of outcome
In relation to a previous action not being met and the new areas of concern, we have served a welfare requirements notice. This is a legal notice that requires the provider to take the actions below within the timescales set out. The provider will be able to give parents further information about this.
p.2
Summary of outcome
ensure all staff have a good enough understanding about the safeguarding policies and procedures, with particular regards to the local safeguarding procedures for reporting concerns about a child;
p.2
Summary of outcome
provide a rigorous induction programme for all new staff to ensure they are aware of their roles and responsibilities;
p.2
Summary of outcome
implement a training plan so that all staff have the opportunity to consistently benefit from continual professional devlopment and support them to raise the quality of their practice and the overall quality of the provision.
p.2
Summary of outcome
We visited the provider on 11 December 2020 to complete a monitoring visit, to check whether the provider has taken sufficient action to meet requirements. We found that all staff have received a thorough induction programme and are fully aware of their roles and responsibilities. Safeguarding procedures have been reviewed by all staff and they are all aware of the local procedures for reporting concerns. All staff have undergone training and a detailed training plan is now in place. One to one and team meetings have taken place with staff to discuss their training needs and practice. This has improved the support staff are receiving and the communication across the team. We are satisfied that the prover has taken prompt and effective action to address the points for improvement. The provider is still registered with Ofsted.
