p.1
Information about this children’s home
The home’s statement of purpose says that it aims to achieve a child-centred, caring and nurturing home, offering short- to long-term care for three children with social and emotional difficulties. The registered manager has been in post since 2013 and has completed his level 5 qualification.
p.1
This monitoring visit
Ofsted carried out an assurance visit to this home on 2 and 3 September 2020. Serious and widespread concerns were identified in respect of safeguarding children and management. Following further concerns emerging, Ofsted made the decision to suspend the service.
p.1
This monitoring visit
A further, remote, monitoring visit took place on 13 October 2020, at which the progress of the provider and compliance with the suspension notice were reviewed.
p.1
This monitoring visit
This current monitoring visit was undertaken at the request of the provider, who stated that they had made enough progress to meet the shortfalls identified and were able to recommence operating. Leaders and managers provided detailed action plans regarding the training and development of staff, particularly in relation to safeguarding children. Progress has been noted in the following areas:
p.1
This monitoring visit
Staff took part in a three-day training event which focused on safeguarding children, improving risk assessments, care planning and managing incidents of children going missing from care. Staff and managers have benefited from a staff-development session provided by specialist missing from care police officers, which focused on the actions staff should take when children go missing from the home. Additionally, the Inspection report for children’s home - monitoring visit: SC431699 2 designated officer provided staff and managers with an informative session on how concerns about professionals should be reported and acted on. Managers and leaders have made improvements to the physical condition of the home, including redecoration and renovation to certain areas of the home. The home now looks more welcoming.
p.1
This monitoring visit
The current registered manager is about to leave the organisation. He will be replaced by the current deputy manager, who is long-standing and experienced. She is committed, positive and enthusiastic and understands the challenges of managing this setting. She is confident that she can drive the service forward.
p.2
This monitoring visit
Staff report that they understand the previous weaknesses and shortfalls. Staff feel more confident in their ability to manage difficult incidents and challenging behaviour. Managers have undertaken very detailed individual supervisions with staff. These supervisions were reflective and searching, and accurately identified areas of care practice that must be stronger going forwards. Individual supervision sessions have been complemented by reflective team meetings, focusing on strengthening practice.
p.2
This monitoring visit
Following this monitoring visit, Ofsted held a case review and considered the actions taken by the provider to address concerns. It was agreed that the suspension of the home’s registration could be lifted. It is acknowledged that the admission of children to the setting needs to be undertaken with care and at a pace that is right for the children and staff. Additionally, it is recognised that the service is vulnerable, given imminent changes to management. The requirements raised at the assurance visit carried out in September 2020 remain, as these are crucial areas for ongoing improvement.
