Inspection report for children’s home - monitoring visit: SC430002 1 SC430002

p.1

Roseberry Specialist Care Centres Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is run by a private organisation. It is registered to provide care and accommodation for up to six children who have learning and/or physical disabilities.

p.1

Information about this children’s home

The home is currently without a registered manager. The acting manager has submitted his application to apply to register with Ofsted.

p.1

This monitoring visit

The purpose of this monitoring visit was to check the progress made by the service to meet one compliance notice and three requirements.

p.1

This monitoring visit

The management team has taken sufficient steps to meet the compliance notice and two of the requirements. Staff now receive supervision in line with company policy. A newly introduced monitoring system helps the manager to track when other senior staff complete staff supervisions. The supervision document now includes prompts to help staff to reflect on their practice and to identify areas for further training and development. This is a positive improvement, although these changes are recent and not yet fully embedded in practice.

p.1

This monitoring visit

The manager now notifies Ofsted of serious incidents. This means that Ofsted has oversight of safeguarding practice in the home. However, during this monitoring visit, the inspector identified further safeguarding shortfalls. As a result, Ofsted has issued two compliance notices and raised three additional requirements.

p.1

This monitoring visit

The recording of serious incidents is poor. Staff do not consistently make sure that records of these incidents detail the actions taken to safeguard children. Furthermore, managers do not record their review of these incidents and there is no clear timeline of serious incidents or events. This means that there is a lack of Inspection report for children’s home - monitoring visit: SC430002 2 accountability regarding when and how the manager or other senior staff make decisions about safeguarding matters.

p.1

This monitoring visit

The manager does not ensure that procedures relating to specialist gastronomy feeding methods for children are clear. Staff do not record when children are fed using these methods, or which member of staff gave the feed or cleaned the equipment. Consequently, there is no management oversight of this procedure to ensure that children receive the correct levels of food and fluids. This places children at risk of harm. Furthermore, not all managers who oversee feeding practices are trained to do so. This lack of training further undermines management oversight.

p.2

This monitoring visit

The manager’s review and oversight of the service is ineffective. As a result, there are practice shortfalls and the manager is unable to make continuous improvements to the quality of care for children. For example, the manager failed to identify gaps in medication records. This led to a delay in the staff identifying medication administration errors and this placed children at risk of harm.

p.2

This monitoring visit

New staff complete a probation period. However, the probation process does not demonstrate that staff gain the necessary skills, experience or qualifications that they need to care for and support children. For example, current induction and probation records for staff are incomplete. These do not show that the manager retains sufficient oversight of the probation process to ensure that staff are competent in their role. This shortfall impacts on the quality of care provided by the home and is detrimental to children’s experiences and progress.
