Parkview Care (Broadstairs) Limited

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

This is a privately-owned children’s home that provides care for up to seven children, aged from eight to 17 years, who may exhibit social, emotional and behavioural difficulties. The statement of purpose states that the home accommodates children who are experiencing some sort of crisis in their lives, as well as those with traits of autistic spectrum disorder. Ofsted registered the manager in November 2019. She resigned in June 2020 but has not yet formally notified Ofsted.

p.1

This monitoring visit

In early June 2020, the responsible individual advised Ofsted that she had given immediate notice to the placing authorities of all three children. This decision followed her sudden discovery of the unsafe working practices of the staff, exacerbated by the failings of the registered manager to take the appropriate and necessary action to safeguard the children. Ofsted was also concerned that the deterioration in the quality of the care being provided, and the escalating risks for the children was not detected sooner by senior leaders. Children have experienced poor quality and unsafe care that subsequently ended abruptly. Ofsted served a suspension notice on 25 June 2020.

p.1

This monitoring visit

The purpose of this visit was to monitor the suspension notice, and to consider if the actions taken so far by senior leaders mean the risk of harm to children has been reduced or eradicated such that Ofsted could lift the suspension notice. No children have lived in the home since the suspension notice was served. The provider has demonstrated compliance.

p.1

This monitoring visit

The major damage to the property, such as broken windows has been repaired. There are some remaining maintenance tasks that need attention and some re- decorating. The property is not currently suitable to accommodate children. The Inspection report for children’s home - monitoring visit: SC457639 2 provider has clear plans to rectify the remaining issues including purchasing soft furnishings.

p.1

This monitoring visit

The necessary health and safety certification is in place and remains current. The provider is aware of the increased risk of legionella while the property is unoccupied and has plans to have the necessary water tests completed before any children are accommodated.

p.2

This monitoring visit

Some fire safety arrangements do not meet the regulations, for example, some fire doors are locked. The fire risk assessment does not reflect this. Consequently, the means of escape are not obvious.

p.2

This monitoring visit

The references that are provided for former employees do not satisfy the guidelines in statutory guidance. This means that potential employers do not have all the information to make decisions in accordance with safer recruitment principles.

p.2

This monitoring visit

The responsible individual has conducted the necessary investigations into staff conduct, taking swift and decisive action to address poor practice. This has included referral to the disclosure and barring service for some staff.

p.2

This monitoring visit

Ofsted has requested the provider conduct a provider-led investigation into the circumstance of what went wrong in the home, and provide a written report to the regulatory body. This is still within deadlines and so not yet complete.
