p.1
Information about this children’s home
Ofsted is aware of the challenges that COVID-19 (coronavirus) is currently posing to those it regulates. During this visit, the inspectors took into consideration the impact of any measures being taken to slow the spread of COVID-19, including the effect that these have had on staffing arrangements.
p.1
This monitoring visit
The purpose of the visit was to monitor the notice restricting accommodation that was served on 18 May 2020 and to assess whether the provider has met the steps set out in the compliance notice that was served following the last monitoring visit. The provider has met these steps.
p.1
This monitoring visit
No children have been admitted to the home. One child has been discharged from the home since the last monitoring visit.
p.1
This monitoring visit
It is of significant concern that the responsible individual failed to take appropriate action in response to further allegations of poor practice. He had not informed the home’s management team, Ofsted or the designated officer of these allegations. The responsible individual has acknowledged this failing and has since confirmed his resignation from this role in the organisation. He has identified an individual who he believes has the competencies and skills to fulfil this role. Inspection report for children’s home - monitoring visit: SC060936 2 The independent person appointed to undertake an internal investigation into previously identified concerns, complaints and allegations about the management and staff has concluded her investigation. As a result of the findings, two staff have been dismissed. There is a further current investigation into practice concerns that has not yet been concluded.
p.1
This monitoring visit
The responsible individual has appointed a manager who currently works at one of the organisation’s other homes. The manager has previously provided interim management cover at this home. This manager has sufficient insight into the recent failings and concerns and is involved in the changes to practice that are being implemented.
p.2
This monitoring visit
The management team’s oversight of the children’s records is improving. The children’s risk assessments are current and provide the staff with guidance and clear strategies to manage the children’s known risks.
p.2
This monitoring visit
The management team and staff record and respond appropriately to concerns and complaints. The records provide transparent detail of the concerns and the action taken in response. These concerns include any issues between staff members, who are provided with a manager-facilitated meeting to raise differences that occur while working together. The meetings enable all staff to be listened to and provide a safe and open environment. This contributes to improving staff morale and encourages reflective practice.
p.2
This monitoring visit
The management team has implemented an improved physical intervention record. This record clearly sets out the information required to provide details about the incident, the duration and the type of physical intervention. The management team ensures that the staff and children receive a debrief following a physical intervention. The team identifies areas for improvement in practice and further actions to reduce the risk of a recurrence of incidents.
p.2
This monitoring visit
The home’s statement of purpose continues to reference outdated regulations. This oversight has not been identified during the internal managerial monitoring checks.
p.2
This monitoring visit
No staff have left since the last monitoring inspection. Consequently, the children benefit from a stable staff team that is gaining experience and skills through improved leadership and training. Feedback from the staff reflects the positive changes following the change in management. This has improved the quality of care for children.
p.2
This monitoring visit
The two requirements and two recommendations that were raised at the last full inspection have not been fully reviewed at this visit and will be evaluated at the next inspection. Inspection report for children’s home - monitoring visit: SC060936 3
