Inspection report for children’s home - monitoring visit: SC430002 1 SC430002

p.1

Roseberry Specialist Care Centres Ltd

Monitoring visit Inspected under the social care common inspection framework

p.1

Information about this children’s home

The home is run by a private organisation. It is registered to provide care and accommodation for up to six children who have learning and/or physical disabilities.

p.1

Information about this children’s home

The home is currently without a registered manager. The previous manager left on 1 June 2020. The new manager has yet to apply to register with Ofsted.

p.1

This monitoring visit

A monitoring visit took place in response to a complaint regarding the leadership and management of the home.

p.1

This monitoring visit

Risk assessments for some children do not set out clear plans to manage and reduce their risks. Furthermore, some staff allow the views of more established staff to inform their responses to protecting children from harm, rather than following the strategies that are in place. This leads to an inconsistent approach to supporting children. For one child this resulted in them accessing prohibited items and using these items to self-harm.

p.1

This monitoring visit

Managers do not ensure that all staff have the skills they need to keep children safe. For example, children known to use ligatures to self-harm are at times supported and supervised by staff who are not trained to remove these ligatures. This potentially places children at risk of significant harm .

p.1

This monitoring visit

Since the last inspection 15 staff have left the home and 27 new staff have joined the service. Currently, not all staff are familiar with the children’s needs. They do not have the skills and experience they need to deliver consistent care and support. Furthermore, managers do not keep the training matrix up to date. This means that they do not have sufficient oversight of any gaps in training across the staff team. Inspection report for children’s home - monitoring visit: SC430002 2 Staff do not receive regular formal supervision in line with company policy and managers do not complete a probationary review for new staff. Consequently, staff are not well supported in their role. Managers do not sufficiently monitor staff practice to ensure that they deliver good quality care that protects children from harm.

p.1

This monitoring visit

The manager did not notify Ofsted of a serious incident when a child sustained an injury. He did not instigate an investigation into this incident to establish practice shortfalls or identify areas for improvement. This does not promote children’s welfare. Managers do not discuss safeguarding matters in staff meetings. This means that learning from safeguarding incidents is not shared with staff to provide consistent care for children.

p.2

This monitoring visit

The quality of recording is inconsistent. Staff do not always sign and date daily records and there is an over-reliance on informal discussions between staff. This means that all relevant information relating to children’s care is not recorded.
